Description
The U.S. Coast Guard (USCG) Engineering Logistics Center (ELC) has a requirement for technical services to support the maintenance and operations of the propulsion system onboard the USCGC BERTHOLF during its maiden voyage from Northrop Grumman Ship Systems Facility in Pascagoula, Mississippi to Alameda, California on the 8th of May 2008. The propulsion system consists of two (2) Motoren und Turbinen Union Detroit Diesels (MTU-DD), a Renk reduction gear and a Rolls Royce controllable pitch propeller system. The technical services to be provided include evaluating start up procedures, technical guidance during start up of propulsion system, reviewing maintenance task list and identifying any issues concerning the maintenance envelops, troubleshooting, assisting repairs to the propulsion system, and acting as liaison between the USCG and MTU-DD should the need arise for additional parts and services. The USCG intends to award a sole source firm fixed price contract to MTU-DD. It is the Government?s belief that MTU-DD is the only contractor who possesses a Subject Matter Expert (SME) who has the technical knowledge , experience and expertise required to support the entire USCG WMSL 418 Legend Class Propulsion System. The SME will accompany the CGC BERTHOLF and provide technical assistance in preparation of and during its maiden voyage, from 8 May 2008 until 25 July 2008. MTU-DD is the designer and integrator of the WMSL Integrated Propulsion equipment and control system. MTU is the Original Equipment Manufacturer (OEM) of the propulsion system and as such they are the only vendor capable of supplying this SME. No other sources have the technical qualifications and necessary resources to perform the work described herein, nor will any other services satisfy the Government requirement. Concerns having the expertise and required capabilities to furnish the above services are invited to submit complete information discussing the same in duplicate within 5 days of this announcement. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements.
