Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Region, Marine Fisheries Service, located in Long Beach, CA, on a sole source basis with Aquatic Adventures Science Education Foundation. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Contractor shall test two gear modifications to reduce sea turtle bycatch and shall survey and interview fishermen to determine project viability in the fishery. Proposed contractor shall: 1. test shark banner 2. test light emitting diodes 3.examine the viability of Gear Modifications in the Fishery. The proposed project builds off of a study conducted during 2006 and 2007 in Baja California, in which two methods to reduce sea turtle interactions with fishing gear were examined. Aquatic Adventures working with Pacific Science Center researchers is the only group known that is currently working on similar research study. The government intends to negotiate a firm fixed price contract with a period of performance one year from date of award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
