Description
This is a SOURCES SOUGHT ANNOUNCEMENT to be used for market analysis ONLY, to determine if there are a sufficient number of qualified Small Business (SB) firms capable of performing all of the stated types of services listed below on a nationwide basis. NAICS code is 562910; size standard is 500 employees. ONLY SB FIRMS SHOULD RESPOND TO THIS ANNOUNCEMENT. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. Any follow-on sources sought/solicitation will use Brooks Act procedures for acquiring Architect-Engineer (A-E) Services. This synopsis is for information and planning purposes ONLY and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result from a response to this sources sought or Government use of any information provided. The Government reserves the right to consider small business, or any other arrangement as deemed appropriate for this procurement. The purpose of this Sources Sought Notice is to seek capability statements from interested small businesses in order to support the work described herein on a nationwide basis. Firms responding to this request for information should hold Architect-Engineer and Land Surveyor licenses to perform the services nationwide or demonstrate the ability to acquire the required licensed discipline(s). The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) has a requirement for Architect and Engineering services, to support the NOAA Fisheries' Restoration Center (RC), located within the Office of Habitat Conservation. NOAA's Office of Habitat Conservation (HC) is a federal leader in coastal and marine resource protection, restoration and management. This program supports habitat restoration projects in coordination with various federal, state and local agencies throughout the continental United States, Hawaii, Alaska, and US Territories. The majority of the workload is anticipated to be architect and engineering design work for habitat and living marine resource restoration projects for the National Marine Fisheries Service (NMFS) and is coordinated through one of four regional offices located throughout the United States. Any contract will require work to be performed by firms experienced in a broad field of environmental restoration planning, design, implementation, construction oversight and compliance monitoring.
