- Description
- The Government intends to negotiate and award a sole source follow on contract to Airborne Systems Europe (ASE), Llangeinor, Bridgend CF32 8PL, UK in accordance with Title 10 U.S.C. 2304(c) (1), only one responsible source and no other supplies or services will satisfy the agency requirements IAW FAR 6.302-1(a)(2)(ii) . The Government has invested significant money and effort to create a unique Naval Special Warfare Rigid Inflatable Boat (NSW RIB) Air Drop capability--the Maritime Craft Aerial Delivery System (MCADS) Program. The MCADS Program has procured, tested, certified, and fielded all components and associated MCADS equipment for the past 10 years. An essential component of the MCADS Program is the 11 Meter Airdrop Platform System. This requirement is for an 11 Meter Airdrop Platform System (APS). ASE is the original equipment manfacturer. The APS is a developed and fielded boat cradle system that allows air-deployability for NSW RIB from a fixed wing platform to support infiltration of SOF forces. The MCADS provides an immediate capability to insert SOF forces for current real world contingency operations. The NSW RIB MCADS system including the APS has been certified for airdrop from C-130, C-141, C-5, and C-17 aircraft and is reusable to facilitate training. Additional contractor responsibilities will include platform preventative maintenance, training, major overhaul maintenance, and sustaining engineering in support of the NSW RIB Air Drop operations. Training shall be required at Naval Amphibious Base (NAB), Little Creek Va. Repairs may be done at locations where platforms are stationed, i.e. NAB, Little Creek, Stuttgart, Germany, and Guam. Acceptance of platforms is done at the contractor?s facility. It is expected that one platform will be procured per year for an estimated total of eight (8) platforms as a replacement for older platforms currently fielded. This action will result in a new IDIQ contract award for performance to begin January 1, 2009 for a one year period. The contract will contain seven (7) one (1) year option periods with an estimated total contract maximum value of $10,000,000. See Note 22
