- This is an amendment to correct the document type from a combined synopsis/solicitation to just a synopsis annoucement; and to announce that the Government intends to make a single award but may elect to award multiple contracts (by State) for these services. A separate Annoucement and Solicitation are being issued. The solicitation Q5140080200 will be available at http://ideasec.nbc.gov on or about April 8, 2008. All other information in the announcement posted March 24, 2008 remains the same as follows: The National Park Service is soliciting quotations for water analysis for all water systems on the Blue Ride Parkway for fiscal year (FY) 2009 for a base year and three option years. The solicitation Q5140080200 (with four attachments) will be available at http://ideasec.nbc.gov on or about April 8, 2008. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-23. This solicitation is a total small business set-aside. The North American Standard Industrial Classification System (NAICS) code is 541380 and small business size standard is $11.0 M. Registration at the Central Contractor Registration (CCR) database (www.ccr.gov) is mandatory. Funds are not currently available and are contingent upon the availability of appropriated funds for FY 09. DESCRIPTION OF WORK (please see complete details in the solicitation Q5140080200 at http://ideasec.nbc.gov): This contract will provide water analysis services for the 40 non-municipal water systems (see list in attachment 3) operated by the Blue Ridge Parkway in Virginia and North Carolina. The Contractor shall furnish all necessary supervision, personnel, equipment, materials, and incidentals required to complete the contract requirements. Analysis includes testing and reporting of contaminants including Total Coliform (semimonthly), Nitrate/ Nitrites (Annually) and Raw Water MPN (Annually). The work includes: (1) Providing equipment and related materials for sampling on a routine and as requested basis. (2) Analyzing samples and reporting results to appropriate Parkway and State contacts. LOCATION: The Blue Ridge Parkway headquarters office is located at 199 Hemphill Knob Road, Asheville, NC 28803. Each public water system location and their corresponding state office is provided in Attachment 2 of the solicitation Q5140080200. BACKGROUND: The Blue Ridge Parkway operates 46 water systems along a 469-mile corridor within 2 states and 21 counties. For consistency and recordkeeping, the Parkway determined to have one contracted laboratory provide testing and reporting services for its 40 non-municipal systems (listed in Attachment 3) rather than each system using local labs. QUALITY ASSURANCE: (1) All proposed materials and methods must meet or exceed the current local, state, and federal codes, standards, and regulations applicable to the contract work. (2) All personnel performing work shall be fully qualified and experienced in the type of work they will execute. REFERENCE STANDARDS: Waterworks Regulations, 12 VAC 5-590, Virginia Department of Health, Revised December 14, 2006. Rules Governing Public Water Systems, Title 15A, Subchapter 18C- Water Supplies, Sections .0100 through .2100, North Carolina Administrative Code, North Carolina Division of Environmental Health, Updated September 2004. A copy of the Virginia and North Carolina state laboratory certification will be required upon award. EXECUTION OF WORK: Services will be provided in timeframes meeting state and local requirements for water system reporting. (1) Provide all sampling, reporting and shipping materials necessary for operator to correctly acquire sample and send to laboratory. (Parkway offices will contract individually for shipment services.) 2) Materials will be sent to the respective Parkway offices by the first of each month. 3) Use the tables to estimate quantity of materials for each Parkway office. 4) Provide additional testing materials as requested by Parkway staff to their respective office. 5) Due to seasonal shutdown of some facilities, a reduced number of materials will be required during "winter" months (Attachment 3). 6) Materials for annual tests will be sent by the first of May or as requested by Parkway staff. REPORTING: Provide all analytical results report of water tests electronically (in PDF format) to contract officer's technical representative (COTR). Provide immediate notification by telephone of "positive" test (i.e. result above maximum contaminant level set by the respective state) to the Parkway water system contact and the COTR. Notify appropriate state contacts through their prescribed procedures. MEASUREMENT AND PAYMENT will be the actual number of analytical reports received as required in this statement of work.
