- THIS IS A FORMAL PRESOLICITIATION NOTICE IN ACCORDANCE WITH FAR 5.204. The 77 Aeronautical Systems Group, Contracting Division (77 AESG/PSK), intends to solicit full and open competition for award of up to three Indefinite Delivery/Indefinite Quantity, Firm Fixed Price (FFP) contract(s) for delivery of Personnel Locator Beacons (PLB) to integrate with the Advanced Concept Ejection Seat (ACES II/III) kits and BA-22 style parachutes. The PLB is a first alert device used to signal rescue forces that an aircrew member has either ejected or bailed out of an aircraft, and is also used to provide homing or location signals for the rescue team. Requirements will be provided in the final Government Performance Specification Revision D issued with the solicitation. Initial award will be for the delivery of 30 First Article units, First Article Contractor Testing, Test Plan and Test Report. Each award will have options for subsequent production quantities (total program Best Estimated Quantity of 20,000 units). Each contractor?s share of the production quantities will be based on when each contractor receives First Article Approval, production capability and the need date of customers. FOB is Origin. Inspection & Acceptance will be Origin. Packaging Requirements shall be IAW AFMCFARS 5352.247-9009, Military Packaging and Marking and Appendix D of MIL-STD-2073-1, QUP 1, PRES-PACK B. North American Industry Classification System (NAICS) 334511 with a small business size standard of 750 employees is applicable. Awards will be partially set aside for small business. The application of the Lowest-Price Technically Acceptable (LPTA) technique will be used to evaluate this procurement as follows: The Government will perform a price evaluation as described in the solicitation on all proposals. Proposals will be ranked from lowest priced offer to highest in two categories (small business and large business). A decision on technical acceptability and ability to meet the required delivery schedule of the lowest priced offer(s) in these categories shall be determined. A Performance Confidence Assessment will be conducted on these proposals. Only those Offerors determined to be technically acceptable; determined capable of meeting the required delivery schedule; and receiving a positive Performance Confidence Assessment will be considered for award. The Government reserves the right to award up to three contracts. However, the Government reserves the right to make fewer, more or no awards based on the quality and quantity of proposals received and/or funding availability for this program. It is anticipated that the solicitation will be released on or about 31 Jan 2008 with proposals due 03 Mar 2008. Comments to the draft Government Production Performance Specification, Revision D, PRF-TA-PLB-001-06, dated 20 December 2007 are requested and must be received by the Contracting Officer no later than 4:00pm CST on 11 Jan 2008.
