- NAICS Code: 813312 The US Environmental Protection Agency, Officer of Air and Radiation, Clean Air Markets Division (CAMD) plans to award a Sole Source purchase order to BioDiversity Research Institute (BRI) under Federal Acquisition Regulation Part 13: Simplified Acquisitions under the authority of FAR 13.106-1 (b)(1). CAMD has a requirement for analytical services to standardize and assess monitored datasets of mercury concentrations in wildlife from sites across the nation. The requirement includes compilation of mercury monitoring datasets, development of a documented, standardized, geo-referenced database, and the mapping and assessment of thresholds, patterns and trends in the data. Much of BRI's work in the past 10 years has included the collection of mercury (Hg) samples from many parts of the environment with an emphasis on wildlife. Their efforts have resulted in the accumulation of over 60,000 Hg data points. BRI staff biologists and collaborators have directly collected Hg data in the following 25 states: Alaska, Arkansas, California, Connecticut, Delaware, Florida, Maine, Massachusetts, Michigan, Minnesota, Mississippi, Montana, Nevada, New Hampshire, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina, Tennessee, Vermont, Virginia, Washington, West Virginia, and Wisconsin. While some of the data collected in these states are available in governmental reports and peer-reviewed papers, much of the data are only available through direct access with BRI. BRI is the sole entity that houses these data. No other agencies, company, or organization has direct access to BRI's Hg database. The unique quality of the BRI Hg database is that it is primarily populated with Hg concentrations found in wildlife and represents the largest wildlife Hg database in North America. Most Hg data that are widely available are in the form of sediment, water and fish. Therefore, BRI is uniquely qualified conduct the work required by EPA. The Clean Air Markets Division requires this database of Hg concentrations in wildlife to establish a future, integrated mercury monitoring network (e.g., air, water, sediments, fish, wildlife). This Hg database is a critical resource for EPA and other federal agencies. EPA requires an ability to document and understand spatial and temporal trends of Hg to assess the efficacy of future mercury control regulations. The basis for determining spatiotemporal trends will greatly depend on existing datasets that will provide a baseline context as well as evidence of data gaps. BRI is the only entity that has Hg data collected from wildlife using standardized protocols for 25 U.S. states. The long-term collection and reporting of these data also places BRI scientists, such as Dr. David Evers, in a unique position to have substantial interpretive abilities of how Hg is exposed and effects wildlife at a national level. Due to the nature of this procurement EPA believes there is only one responsible source capable of meeting these requirements. No solicitation or Request for Quotes is available. Any firm that believes it is capable of meeting these requirements may submit a response, which if received by COB Monday, March 31, 2008, will be considered.
