Description
Statement of Work for Review of the United States Marine Corps (USMC) Vision and Strategy Documents Background This contract will be to provide document review and recommendations to the Director, Strategic Vision Group (SVG), Marine Corps Base (MCB), Quantico, VA 22134. Contractor support will equate to one (1) man-day bi-weekly, from date of contract award. Objectives The overall objective of this contract is to ensure external review is conducted during the development of the Commandant of the Marine Corps (CMC?s) Vision and Strategy and subsequent strategy documents. This review will allow SVG to incorporate outside expertise and industry opinions into the documents. Scope The scope of this contract is to provide support to the USMC Vision and Strategy documents currently under development Timely Vision and Strategy document review and constructive feedback shall be provided to the Director, SVG. The review effort should cover no more than eight (8) hours of service within a two (2) week period. The documents will be provided to the contractor via email, and the contractor will provide services at the Contractor?s site. On occasion the contractor may have to travel to Quantico to attend specific document review meetings. Hours consumed during these meetings are considered part of the review effort. Tasks The following tasks shall be accomplished during the performance of the contract: ? The Contractor shall have the ability to receive documents and provide reviews and recommendations via email. ? The Contractor shall review the CMC?s Vision documents and provide expert, outside the Marine Corps, intellectual thoughts and professional opinions. The contractor?s evaluations and recommendations must be in the context of strategic implications on military strategy; force design; force structure; budgetary; and force structure consequences. ? The contractor shall have the flexibly to recommend new innovative professional thoughts that represent professional and/or industry views. The contractor analysis and feedback shall include the following considerations: 1. Ongoing initiatives and projects within OSD Policy and the Office of Net Assessments 2. Ongoing issues related to the Quadrennial Roles and Missions Review (QRMR) and Quadrennial Defense Review (QDR) process and implications on services and military strategy 3. Comparative analysis of USMC strategy documents relative to US Navy, Air Force, and Army strategic efforts. 4. The emerging and future technology trends 5. Anticipated global future trends and Patterns ? All documents will be provided in Microsoft Word and/or Power Point presentations. The written portion should be no more than a total of 65 pages, with the presentations no more that 50 slides. ? For each individual review, the contractor shall use no more than eight (8) hours to review and comment on written portion of documents and four (4) hours on power point presentations. Experiences and qualifications The Contractor shall have the following experience and/or qualifications: ? The contractor shall have Experience with ongoing initiatives and projects within OSD policy and the Office of Net Assessments ? The contractor shall have awareness of strategic implications on military strategy to include budgetary and force structure ? The contractor shall experience with at least two (2) Quadrennial Roles and Missions Review (QRMR) and Quadrennial Defense Review (QDR) cycles. Further, the contractor should be knowledgeable in the process and implications of these processes on service military strategy ? The contractor shall have experience with the emerging and future technology trends ? The contractor shall have no less than 20 years experience in US military with a US military service ? The Contractor shall have no less than 10 years of experience in Strategic Studies or analysis in subjects related to future threat environments and global Patterns and Trends ? The contractor must have the ability to review concepts and conduct strategic level analysis of emerging new war fighting concepts ? The contractor must be a strategic thinker in the realm of strategic analysis able to understand development of military strategic goals, vision and strategy. ? The contractor must be a graduate of a service level Operational Art school such as School of Advanced Warfighting (SAW), School for Advanced Military Studies (SAMS) or School for Advanced Air and Space Studies (SAASS) ? The contractor must have the ability to effectively communicate both verbally and orally. Deliverable ? When reviewing Power point presentations, the contractor will review and provide comments No Later than (NLT) two (2) days after receipt of the presentations. Recommendations maybe provided in the form of changes to the presentation documents itself with track change function, clouds with comments, or attached on a separate power point slide. Recommendations should be prioritized as critical, substantive and administrative. ? When reviewing word documents, the contractor will review and provide recommendations NLT five (5) working days from receipt of the document. Recommendations of this review maybe provided in the form of changes to the document itself with track change function, or attached on a separate Microsoft word document. Recommendations should be prioritized as critical, substantive and administrative. ? The Contractor must be able to attend short notice briefings or working groups at MCB, Quantico, VA. During these working groups the contractor is free to express opinions and professional expertise when it provides value to the discussion and the group?s overall goals and objectives. The meetings will be held for a period of no longer than four (4) hours at a time. The contractor must have the flexibility to attend meetings with only a one (1) day notice, if required.
