Description
The US Army Corps of Engineers, Portland District, intends to award a Fixed Price Service contract to provide all services, including labor, tug, equipment and minor maintenance required to provide complete and prompt installation and removal of the Government furnished floating bulkhead located at John Day Lock and Dam, as necessary to enable lock repairs and passage of vessels through the lock. The John Day Dam Navigation Lock is located approximately 113 miles East of Portland, Oregon, on the Colu mbia River. The Contractor shall ensure clear and uninterrupted operation for passage of tugs, barges and other waterborne vessels both upstream and downstream within the navigation channel. For the period beginning March 22 at 2359 hours through April 3 at 2359 hours, the Contractor shall provide 24-hour service. Beginning April 4, the Contractor shall provide one of the following services at the discretion of the Government: A. 24-hour service 7 days per week. B. 24-hour service 6 days per week. Service would be discontinued for 24 hours beginning at 2300 hours Thursday and would resume at 2300 hours on Friday each week. Additional optional service for the period of 2300 hours Thursday through 2300 hours on Friday as the Government may req uire floating bulkhead services during the planned down time. The Government shall provide a minimum of 4-hours notice if additional services are needed during this time. C. 12-hour service 7 days per week during the hours of 0800  2200, with options for an additional 6 hours of service per day. The work shall start no earlier than 23 March 2008 and is expected to be completed no later than 3 January 2009. The administrative/contracting point of contract is Ray Greenheck at (503) 808-4616.
