- Description
- The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a construction project for Environmental Restoration, Mill River, Stamford, Connecticut to determine the interest, availability, and capability of 8(a ), HUBZone, and Service-Disabled Veteran-Owned concerns to perform various construction activities as described below at Mill River. The NAICS code for this procurement is 237990. The estimated construction cost is between $5,000,000 and $10,000,000. <BR > Mill River is the lower reach of the Rippowam River that flows through the center of the city of Stamford, Connecticut and empties into Long Island Sound. The purpose of this project is to restore the aquatic and riparian resources of the Mill River to a healthy, viable, and self-maintaining river system, including restoration of anadromous fish passage. Within the project area, the rivers ecosystem is degraded with a nine-foot concrete dam, a sediment laden impoundment, concrete walls bordering the river that eliminate riparian habitat, filled inter-tidal marshes invaded by phragmites, and invasive plant species impacting riparian areas. Restoration measures include: dewatering the Mill Pond using 35,000 square feet of sheet piling; demolition of the 9-foot high, 140-foot long, concrete dam upstream of Main Street; removal of 2,200 linear feet of concrete wall, averaging 10 feet in height, bordering the Mill Pond; associated demolition of pavement, trees and walkways; removal over 1,000 tons of mas s concrete under the Pulaski Street Bridge. Work also includes: excavation of approximately 5,800 cubic yards of sediment behind the dam; excavation/fill of approximately 20,000 cubic yards at the Mill Pond to include the regrading. In addition, 1.5 acre s of the riparian corridor will be restored through removal of exotic and invasive plant species and planting of native riparian vegetation (grasses, bushes and trees) and 1,100 feet of river channel in the Mill Pond reach will be restored with a natural r iffle/pool sequence of river stone. Construction is expected to begin in early spring 2009. Interested firms should submit a capabilities package to include the following: business classification (i.e. 8(a), etc.) as well as qualifications and e xperience in performing the work requirements stated above. Please include specific examples of the firms past experience with projects of similar scope and magnitude. Proof of bonding capability is required. Responses are limited to twenty pages. Res ponses are due April 4, 2008. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Ms. Rachael Raposa. Firms interested shall provide the above documentation in one ori ginal form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this not ice.
