Description
The Naval Air Systems Command (NAVAIR), Patuxent River plans to conduct a full and open competition to procure airborne equipment demonstration support for Science and Technology (S&T) sensor development programs at NAVAIR. NAVAIR is developing a Light Detection and Ranging (LIDAR) Anti-Submarine Warfare (ASW) sensor called Claymore Marine (CM) and a passive, non-acoustic ASW system called the Joint Multi Mission Electro-optical System (JMMES). These systems are in the technology development phase and need to be test flown over land and ocean areas of interest in order to de-bug and validate the operation of the systems prior to potential transition to an acquisition program. The contractor shall provide integration of sensor payloads and support equipment racks onto a contractor test bed aircraft, fuel, airport fees (hanger and ramp space), and flight support for NAVAIR test articles. The payloads will consist of a Government Furnished Equipment (GFE) Claymore Marine laser system mounted amidship with a belly window, and a GFE JMMES system which includes a WESCAM MX-15 or MX-20 system mounted in a turret near the aircraft nose, plus supporting instrumentation, installed in 19 inch racks provided by the Government. The contractor shall provide for simultaneous carriage and use of laser, and the MX-15/20 systems. Aircraft integration shall include structural preparation and certification of the aircraft to Federal Aviation Administration (FAA) regulations with test payloads installed. These test demonstrations will be conducted primarily in CONUS, but there may be foreign deployments. Test demonstrations will include installation and flight certification of the (GFE) systems, as well as providing Test Planning support. The contractor's aircraft must have radar with surface search capability in order to insure that shipping traffic is not over flown with the LIDAR transmitting. The aircraft must be able to operate with either system uninstalled. Flights will be conducted both independently and in conjunction with Fleet exercises. Flights will be at low altitude, with the majority at night in clear weather.
