Description
The United States Department of Transportation (DOT), Research and Innovative Technology Administration (RITA), John A. Volpe National Transportation Systems Center (Volpe Center) of Cambridge, MA, intends to issue a competitive solicitation for Transportation Operations Research Analysis (ORA) and Communications Support Services. It is anticipated that a majority of the work will be performed on site at the Volpe Center. This requirement is being conducted as an 8(a) set-aside and is intended to be competed among eligible 8(a) firms, resulting in multiple awards. The proposed solicitation is separate and distinct from other solicitations issued by the Volpe Center. ORA services are required in the following areas: 1. System Analysis and Policy Impacts: Analysis of the impacts of transportation/logistics systems and policies; 2. Industry Analysis: Collection of transportation-related data and assessment of business and economic factors within the transportation industry; 3. System Operational Performance: Assessment of transportation/logistics system operational performance and effectiveness; 4. Technological Advances: Assessment of transportation/logistics technologies and research and development needs and policies; 5. Financial and Administrative Program Support; 6. Strategic Framework: Strategic planning and organizational structures and processes; and 7. Engineering Support. Communications Support services will include communications support for writing and editing, graphics, conference planning and logistics, and printing and production support. In addition to the required ORA and Communications Support services, Contract Management and Administration services may be required for the overall management of the work to be performed under one or more of the tasks. A complete Statement of Work will be set forth in the solicitation. The Volpe Center anticipates that the first task order issued under this multiple award contract vehicle will provide services in a manner and scope similar to those being provided under Contract DTRS57-04-D-30043 with Chenega Advanced Solutions and Engineering, LLC. The North American Industry Classification System (NAICS) Code for this requirement is 541990 and the small business size standard is $6.5 million. It is anticipated that the solicitation for this effort will be released on or about April 2, 2008. Proposals will be due approximately 45 days following the issuance of the solicitation. The solicitation will be issued on an Indefinite Delivery/Indefinite Quantity (ID/IQ) basis with the ability to issue firm fixed price, cost-plus-fixed-fee completion, cost-plus-fixed-fee term, and cost-plus-award-fee type task orders. The period of performance for the resulting contracts will be five (5) years from the date of award. It is anticipated that a pre-proposal conference will be held on April 17, 2008 at the Volpe Center in Cambridge, MA. Complete details of the pre-proposal conference will be provided in the solicitation. The Volpe Center uses electronic commerce to issue solicitations and solicitation amendments. Paper copies of these documents are not available, and no hard copies will be mailed. Prospective offerors desiring to receive electronic notification of the solicitation posting and availability for downloading must register at the Volpe Center website. Offerors are warned that when they register to receive solicitations, amendments, and other notices, it is their responsibility to provide an accurate and complete email address to the Government. The Government will make no additional effort to deliver information when the system indicates that transmissions cannot be delivered to the e-mail address provided. All contractors must be registered in the Central Contractor Registration (CCR) in order to receive an award from a DOT agency. In addition, solicitation Representations and Certifications are no longer included in solicitation documents and now must be completed online via the Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of the Representations and Certifications required by the Federal Acquisition Regulation (FAR). This notice is for informational purposes for Minority, Women-owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. The maximum line of credit is $750,000 with interest rates tied to the prime rate (as published daily in the Wall Street Journal), on the first of each calendar month plus two points.
