- The U.S. Coast Guard Engineering Logistics Center (ELC), Baltimore, MD has a requirement to issue a Requirements Type Contract, Firm Fixed Priced, from date of award for base year with options to renew for four (4) additional years is anticipated. Solicitation will be issued using Commercial Acquisition Procedures utilizing the Test Program for Commercial Items in accordance with FAR 13.5 for one (1) item in estimated annual quantities as follows: 0001. 6135-01-556-7138, Lithium Battery Pack for Ice Buoys, estimated annual quantity, 447 each. 0001a. First Article for, 6135-01-556-7138, Lithium Battery Pack for Ice Buoys, quantity, 3 each. This requirement will be issued as a Request for Proposal (RFP) and will be evaluated on the lowest price, technically acceptable item. The applicable North American Industry Classification (NAIC) is 335912 and the size standard is 1000 employees. The Lithium Battery Pack for Ice Buoys must conform to the requirements set forth in U.S. Coast Guard Engineering Logistics Center specification number P-313-0504 dated February 2008. A production and First Article test will be required and will be inspected by USCG Quality Assurance Representative. To ensure compliance with specified requirements, first article tests will be performed on a quantity of 3 each first articles before production is authorized. The solicitation, specification and associated drawings and documents will be available for download from www.fedbizopps.gov. on or about 21 March 2008. This date is estimated at best. The closing date for receipt of offers is contingent upon the release of the solicitation but is estimated to be 21 April 2008. For information regarding this acquisition contact the Contract Specialist listed herein. Requests for copies of the solicitation and associated documents are NOT available to be mailed. FOB: Destination, various Coast Guard destinations within the continental United States. Coast Guard Destinations may include the following: Philadelphia, PA, Baltimore, MD, Portsmouth, VA, Sault Ste. Marie, MI, Port Huron, MI, Charlevoix, MI, Bayonne, NJ, Saugerties, NY, Newport, RI, South Portland, ME and Rockland ME. Award will be made on an all or none basis and delivery shall be made not later 1 October 2008. Packaging/packing shall be in accordance with ASTM-D3951 ?Standard Practice for Commercial Packaging?. Marking shall be in accordance with MIL-STD-129,and bar coding is required and shall be in accordance with U.S. Coast Guard Bar Coding Specification number D-000-0100 Revision F dated 06/00. One copy of the Material Safety and Data Sheet (MSDS) is to be included with each individual battery pack. Manufacturer?s Standard Commercial Warranty shall be disclosed. This acquisition has a required delivery date to destination, Coast Guard Consignees of 15 September 2008 or sooner and no later than 1 October 2008.
