Description
The U. S. Food and Drug and Administration intends to award a competitive requirement for off-site storage of archival electronic media and other documents. This is a combined synopsis /solicitation for commercial items prepared in accordance with FAR 13.5 and the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation FDA-SOL-08-00528 is issued as a Request for Quotation (RFQ) using Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. This is a total small business set-aside. The NAICS code is 493190 with a small business size standard of 23.5M. This is a firm fixed price contract. The period of performance is from effective date of award through 12 months plus two option periods. The contractor shall maintain two off-site storage facilities, one local and one remote site location. The contractor shall have a local storage facility that is 40 miles or more from FDA Parklawn and White Oak locations; capable of storing at least 1500 tapes. The contractor shall have a remote storage facility which is 100 miles from Parklawn and White Oak location; capable of storing 3500 tapes. The contractor?s facilities shall be environmentally contracted, secure and capable of storing and transporting different formats of media cartridges, for example DLT3, DLT4, SDLT, LTO, LTO2, LTO3, and 8MM. The contractor?s storage facilities shall adhere to storage standards as outlined by DOD Industrial Security manual for safeguarding Classified Information (DOD5220.22M). This requirement also includes pick up and delivery service from storage facilities to three (3) FDA locations. The contractor shall provide regular pick- up and delivery service from local facility weekly. The contractor shall provide regular pick-up and delivery service from remote site monthly. Contractor should be capable of providing unscheduled (emergency) pick up and delivery. Contractor shall deliver unscheduled tape media to FDA from local storage within 2 hours; remote site within 10 hours. The contractor shall provide weekly reports that track stored tape media at local and remote facilities, or in transit. The offeror shall submit a pricing proposal for a base year and one option year. Pricing for option years should include anticipated 10% increase in tape media. The offeror shall submit pricing for monthly storage (local and remote), weekly regular pick-up and delivery from local storage site, monthly regular pick-up and delivery from remote site, unscheduled pick-up and delivery (estimate 12 per yr), emergency pick-up and delivery (estimate 36 per yr) and a verifiable description of its facilities including storage and delivery equipment and its security and operating procedures. The provisions at FAR 52.212-1 Instructions to Offerors- Commercial Items (November 2007), FAR 52.212-4 Contract Terms and Conditions-Commercial Items- (February 2007), and 52.212-2, Evaluation - Commercial Items are hereby incorporated by reference and apply to this acquisition. The Government will make one award. Technical and past performance when combined are significantly more important than price. The following factors shall be used to evaluate offers: 1. Technical understanding and Approach. The technical evaluation will be evaluated to determine if the proposed contractor is capable of providing electronic media storage in accordance with Statement of Work. The contractor shall furnish as part of their quotation all descriptive material necessary for the government to determine whether their service meets the technical requirements. 2. Experience in media storage- The contractor shall provide experience in storage and pick-up/delivery of electronic media. 3. Past performance -Offeror should provide three references of similar efforts performed during the last three years. Include a description of the project, project title, contract number, contract amount, client identification including agency or company name, contracting and technical reviewing official name(s), address and telephone number. 52.217-5 Evaluation of Options (July 1990). Except when it is determined in accordance with FAR 17.206(b) not to be in the Government?s best interests, the Government will evaluate offers for award purposes by adding the total price options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). Offeror shall comply with the provision at FAR 52.212-1(b) and submit 1) an electronic copy to Linda Alexander-Giles via email at linda.alexander-giles@fda.hhs.gov. 2) A technical description of the services being offered in sufficient detail to evaluate compliance with the requirements in this solicitation. 3) Quotation. Offeror shall include a completed copy of the provision at FAR 52-212-3 Offeror Representations and Certifications- Commercial Items (Nov 2006) which can be accessed electronically from the INTERNET at the following address: https://orca.bpn.gov/.
