- NAICS Code: 541511 and the Small Business Size Standard is $23 million. The United States Environmental Protection Agency (EPA) intends to negotiate a sole source contract with Information Builders Corporation, 2300 Clarendon Blvd., Arlington, VA 22201 for 12-months of software maintenance for Report Writer (WFIDEL and TED) and Data Library software. This software maintenance renewal is for the following suite of products: 1. RSYS Report Writer (w/IFDEL + TED), 2. MSYS DBMS/Trans Processor, 3. DBMS Central DB/DBMS Server, 4. HLT Host Language Interface 5. TT Talk Technologies, 6. GRPH Graphics, 7. STAT Statistics, 8. DIF PC Data Export Interface, 9. ADAB ADABAS Read Interface and 10. DD Data Dictionary. This software currently resides on an IBM 2096-S07-L04 machine running Z/OS. The U.S. EPA believes that Information Builders is the only source capable of providing this software maintenance. The period of performance is expected to be from April 1, 2008 through March 31, 2009. All interested parties who believe they can provide the required software maintenance should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any response(s) exist and therefore no Request for Quote (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will not be honored. Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above and 2) provide itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be placed with Information Builders Corporation.
