- Under the Authority of FAR 6.302-1, its the Governmetns intent to award a Sole Source to American Telemedicine Association (ATA), 1100 Connecticut Avenue NW, Suite 540, Washington, D.C. 20036-4146, for the acquisition and services of planning, full l ife cycle management, coordinating, executing, providing logistics support and administrative/technical services for the 2008 Annual ATA/DoD/MRMC sponsored conference held 6-8 April 2008, at Washington State Convention Center in Seattle, Washington. Failu re to procure the acquisition and services from ATA would halt the process and implementation of this important annual conference since we are co-sponsors. This is not a formal Solicitation. No Solicitation document is available and telephone requests wi ll not be honored. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to t he Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is soley within the descretion of the Governm ent. The Formal J&A for Other than Full and Open Competition is added below. Detailed capabilities, proposal, or quote must be submitted to the following email address no later than 4:00PM Eastern Standard Time, 19 March 2008. EMAIL: michelle.maldonado@ amedd.army.mil. Below is the Formal J&A for your review: Justification and Approval for Other Than Full and Open Competition 1. Contracting Activity: This Justification and Approval for the use of other than full and open compe tition is undertaken by the U.S. Army Medical Research Acquisition Activity in support of the U.S. Army Medical Research & Materiel Commands Telemedicine and Advanced Technology Research Center (TATRC). 2. Description of Action: This approval is be ing requested for a new firm-fixed-price contract to Shoreland, Inc. with FY07 Research, Development, Testing and Evaluation, Army 2 Year funds. 3. Description of Supplies/Services: This Justification and Approval covers the acquisition and ser vices of planning, full life cycle management, coordinating, executing, providing logistics support and administrative/ technical services for the 2008 Annual ATA/DoD/MRMC sponsored conference, 6 8 April, 2008, at the Washington State Convention Center i n Seattle, Washington. The total dollar value of this requirement is $207,775.00 4. Authority Cited: The statutory authority permitting other than full and open competition is 10 USC 2304(c) (1), Only one responsible source and no other supplies or services will satisfy agency requirements. as implemented by Federal Acquisition Regulation (FAR) 6.302-1. 5. Reason for Authority Cited: The proposed Contractor for this action is the American Telemedicine Association, (ATA) 1100 Connecticut Ave nue, NW, Suite 540, Washington, D.C. 20036-4146, in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. ATA is the only source to provide these services, since this is their associat ions annual conference which they host, sponsor and convene. They plan, coordinate and execute this entire event from start to finish. The ATA is intimately familiar with the workings of the TATRCs Telemedicine Portfolios and has the same objectives suc h as fostering modernization and educating the public, and alone possess both the historical background and knowledge required for this effort. In additionl, the ATA was named as the co-host at the conclusion of last years conference by the Commanding Ge neral and is handling all aspects of registration and logistical support. 6. Efforts to Obtain Competition: A Notice of Intent was posted on FEDBIZOPPS on 3 March 2008 for a period of 15 days. All responsible sources were invited to submit a capability statement, proposal, or quotation, for consideration by the agency. To date, no responses or expressions of interest have been submitted. Based on th is information, there appears to be no other company with the background knowledge, expertise, and capability to provide these services. 7. Actions to Increase Competition: It is not practical to solicit these services because the technology and services that are required for this conference are unique to the ATA. The ATA are experts in coordinating large conferences in the areas of advanced medical technologies. The ATA is a private, professional organization comprised of members both mili tary and civilian, who support the goals and objectives of the U.S. Army in telemedicine and advanced medical technology. 8. Market Research: Market research was conducted through a search on the internet for companies capable of providing support to the ATA conference. Based on this search, no companies with this required capability were identified. The ATA is the designated source and sole possessor of the services required for the annual ATA conference, because this is their conference. The AT A is the only entity that dedicate 3 ? days to the field of Telemedicine and Advanced Medical Techonologies. 9. Interested Sources: In accordance with FAR 5.207(c)(14), a notice was posted to FEDBIZOPPS on 3 March 2008 announcing the Government s intent to acquire these services on a non-competitive basis. The announcement indicates the Governments reasoning for accomplishing this award without competition. All responsible sources were invited to submit a capability statement, proposal, or qu otation, for consideration by the agency. 10. Other Facts: a. Procurement History. (i) Other contracts with the ATA that have been executed and relevant are: 98- M-0442, 99-M-0235, 00-P-0367, 01-P-0639, 02-P-0589, 03-P-0604, 04-P-0383, 05-P-0586, 06-P0080, 06-P-0400, and 07-P-0076, 07-P-0385, and 07-P-0708. (ii) Competitive status of these actions. Previous actions have been awarded based on a sole source justification to the ATA. (iii) Authority previo usly used for less than full and open competition. Authority previously used for ATA acquisitions has been FAR part 6.302-1. (iv) If a justification was prepared to support the procurement made before this one, a summary of the contents of paragraph 7 of the justification for that procurement and an explanation of the results. The subject acquisition should be negotiated only with American Telemedicine Association, (ATA), in accordance with FAR 6.302-1, Only one responsible sour ce and no other supplies or services will satisfy agency requirements. The ATA is uniquely qualified to fulfill this requirement because they are intimately familiar with the workings of the U.S. Army Medical Research and Materiel Commands (USAMRMC) telemedicine projects and portfolios, and have the same objectives. These objectives include advanced tech-watch, utilizing triple helix partnerships, and public education. In addition, they are uniquely familiar with all aspects of military procedures a nd requirements of this seminar. (v) If any prior award was accomplished by full and open competition, a detailed explanation of the changed circumstances. Not Applicable. (vi) An explanation of any unusual patterns which may be revealed by the history, e.g., several consecutive urgent buys. Not Applicable. (vii) If a justification was prepared to support the procurement made before this one, briefly describe the circumstances justifying the buy and whether there have been any significant changes. This procurement is in support of the annual ATA conference. There have not been any significant changes from the procurement actions made in previous years. b. Acquisition data availability. Technical data packages, specifications, statements of work or purchase descriptions suitable for full and open competition have not been developed or not a vailable. The ATA is the only source available to provide the required support. c. Unusual and compelling urgency. Not Applicable. d. Subcontracting Competition. A subcontract plan is not required.
