Description
Note that this Sources Sought Notice is issued for informational and planning purposes only as well as to announce a public meeting/contractor's workshop to be held in Las Vegas, NV. The purpose of this Sources Sought/Market Survey is to identify potential small bondable and experienced businesses such as Service-Disabled Veteran Owned Businesses (SDVOSB), Veteran Owned Businesses (VOSB) 8(a) contractors, HUBZone Small Businesses, Women Owned small businesses (WOBS), or Small Disadvantaged Businesses (SDB) that are capable of meeting the Department of Veterans Affairs, Office of Construction and Facilities Management (CFM) construction needs relative to Project #593-202, entitled, "New VA Southern Nevada Healthcare System (VASNHS), Medical Center, Phase IV," North Las Vegas, NV. The estimated cost for Project #593-202 is over $100,000,000.00. The applicable NAICS is 236220 and the Size Standard is $31.0M. The award of a Firm Fixed-Price construction contract is scheduled for the summer 2008. The contractor shall provide all labor, materials, transportation, supervision, supplies, and tools necessary for the construction of approximately 790,000 gross square feet (GSF) medical center. The project site is a rectangular in shape with approximate dimension of 2,400 feet north-south by 2,600 feet east-wets. The site has a limited slope of 2% as measured along the north-south direction. The boundaries of the site are Clark County 215 Beltway to the north, Pecos Road to the west, Deer Springs Road to the south, and a common property line with the City of North Las Vegas to the east. The immediate surrounding properties are also currently undeveloped and are plan for regional-scale commercial development. The new VASNHS Medical Center work includes primary components as follows: (1) 90-bed Inpatient Care Unit, (2) 20-bed Mental Health Unit, (3) Ambulatory Care facilities, (4) Radiology/MRI/Nuclear Medicine, (5) Pharmacy, (6) Laboratories, (7) Diagnostic and Treatment Clinics, (8) Education/Administration, (9) Warehouse. The seven-story building will include an intermediate mechanical floor to feed the "heavy medical" section of the new Medical Center. In addition, all major mechanical and electrical equipment intended for installation in the new existing Energy Center will be furnished and installed under the new VASNHS Medical Center, Phase IV construction contract. This equipment list includes boilers, chillers, pumps, generators, switchgears, substations, switches, and cooling towers. The new VASNHS Medical Center is intended to be fully operational on full emergency power, with reserve water supplies, and wastewater storage capacity for up to four days. The project also involves sustainable design including use of recovered materials, achieving waste reduction, and energy efficiency. Mechanical, plumbing, electrical nurse call, medical gases, and fire safety systems are designed to meet current codes and standards. All structures and utilities are designed to meet VA Seismic Design Requirements H-18-08. The new VASNHS Medical Center will comply with the Uniform Federal Accessibility Standards (UFAS) and PG-18-13 in all areas. Bonds are required. Small Businesses having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this sources sought/market survey. Responses must include the following information: 1. Company name, address, point of contact with phone number and e-mail address. 2. Business size determination and qualifying small business status. 3. Bonding capacity. 4. Construction experience of similar projects in size and scope. 5. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package. All prospective contractors regardless of business size that are interested in this project are invited to attend a public meeting/contractors workshop to be held on March 25, 2008 at 10 am at the Palace Station Hotel/Casino, Salon B, 2411 W. Sahara Ave, Las Vegas, NV. The Palace Station Hotel/Casino telephone number is 702.367.2401. The purpose of this meeting/workshop is to: (1)provide and explain the overall scope of the project, (2) allow an opportunity for the subs to start developing relationships with the GCs, and (3) provide and opportunity for the VA to find the market interest.
