- Description
- The Department of Energy (DOE) is pursuing a sole source contract with Corporate Executive Board (CEB) for a membership and full access rights to (CEB) research and services provided by the CFO Executive Board under FAR 6.302-1, One Responsible Source. The contract proposed period of performance is one year from the date of award (March 31, 2008 ??? March 30, 2009). The work areas that the contractor is responsible to provide include membership to the CFO Executive Board, which is a program of the Corporate Executive Board. The requirement provides full access rights to the following research and services: ??? Access to the Annual Executive Retreat Meeting for one individual from the Member Organization ??? Access to CFO Executive Board web site, print publications and decision support tools ??? Access to one onsite on a topic selected by the Member Organization ??? Access to CFO Executive Board teleconferences/webinars ??? An assigned account team which proactively supports the Member Organization in achieving its strategic priorities by connecting the senior most Finance executive with appropriate resources provided by Corporate Executive Board???s CFO Executive Board The value of this effort is $58,050.00. The statutory authority for permitting other than full and open competition for this modification is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 10 USC 2304[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency???s requirements. Corporate Executive Board has the specialized products/services, which are desired by the DOE. Although this is not a formal solicitation, firms who believe their product to be superior may submit a proposal and rationale as to why they should be considered by March 20, 2008 to: Mr. Matt Parker, MA-641.2, 1000 Independence Ave, SW, Washington, DC 20585, or via e-mail to matthew.parker@hq.doe.gov. The North American Industry Classification System (NAIC) Code for this requirement is 541612. ***See Numbered Note 22. Commercial firms who believe they have a superior solution to DOE???s proposed award to the Corporate Executive Board must respond in writing to the Contracting Officer. The written response must include a general technical proposal for performing the services mentioned in this announcement, past performance client information for similar work, and a rational why the your firm???s solution would be in the Government???s best interest.
