Description
The Department of Energy (DOE) is pursuing a sole source contract with Essex PB&R Corporation for victim rescue units (VRU+) under FAR 6.302-1, One Responsible Source. The contract proposed period of performance is 3/19/2008 ??? 6/18/2008. The contractor is responsible to provide 321 VRU+ masks to the DOE Headquarters facility in Washington, D.C. The value of this effort is not to exceed $99,500.00. The DOE has an inventory of the Essex victim rescue units (VRU) and this order replenishes stock and provides for new VRU???s for additional staff. By resupplying with the same VRU???s, DOE will maintain the existing training program for VRU usage. The statutory authority for permitting other than full and open competition for this modification is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 10 USC 2304[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency???s requirements. Essex PB&R has the specialized products, which have been used by the DOE since 2004 and all personnel in the Washington, D.C. area have been trained on the use of the VRU+ masks. Interested parties may submit a proposal and rationale as to why they should be considered by March 20, 2008 to: Mr. Matt Parker, MA-641.2, 1000 Independence Ave, SW, Washington, DC 20585, or via e-mail to matthew.parker@hq.doe.gov. The North American Industry Classification System (NAIC) Code for this requirement is 541612. ***See Numbered Note 22. Commercial firms who believe they have a superior solution to DOE???s proposed award to Essex PB&R Corporation must respond in writing to the Contracting Officer. The written response must include a general proposal for offering the products mentioned in this announcement, past performance client information for similar work, and a rational why your firm???s proposal would be in the Government???s best interest.
