- Description
- The Center for Biomedical Informatics (CBI), National Heart, Lung and Blood Institute (NHLBI), National Institutes of Health (NIH) is soliciting proposals from qualified Small Businesses under the Small Business Administration's 8(a) Program (NAICS 541513) to provide software development, maintenance, and enhancement for the new and existing scientific program systems within the NHLBI. This Information Technology (IT) acquisition is a recompetition of an existing contract to provide for the development and maintenance of Information Systems for NHLBI Scientific Programs. The CBI provides Information Technology support for the NHLBI in the areas of network and desktop computer support, in house software application development and maintenance, and evaluation and acquisition of COTS software systems. This acquisition is for the software application development and maintenance portion of CBI?s services. This work must be continued without interruption. The following are the main objectives of this acquisition: 1) to support the operation, maintenance, and development of all software systems maintained under the current software application development contract; 2) to continuously support the operational needs and goals of CBI and NHLBI through the delivery of full software development lifecycle services including project management services; and 3) to measurably improve and/or simplify business operations at the CBI and NHLBI by proactively identifying opportunities where the electronic integration and management of business process activities and related artifacts would increase efficiency, improve customer satisfaction, and/or reduce costs. The new contract will be awarded for one base year with three successive one-year option periods. It is anticipated that one performance-based, cost-plus-award-fee type contract will be awarded. All offerors shall use the attached Statement of Objectives (SOO) as the basis for providing a Statement of Work (SOW), a Performance Work Statement (PWS), and a Contract Deliverable Requirement List (CDRL) that will be included as part of the response to the upcoming Request for Proposals (RFP). This synopsis is not a Request for Proposals. Prior to the release of the RFP, a pre-solicitation conference will be conducted for all interested parties. The conference will be held at NIH, NHLBI, 6701 Rockledge Drive, Rockledge Building Two, 9th floor, Conference Room Numbers 9112/9116, Bethesda, MD 20817 from 10:00 a.m. - 12:00 noon on Wednesday, March 12, 2008. All interested parties attending the conference shall electronically submit questions concerning this acquisition to the Contracting Officer not later than 2:00 p.m. on Friday, March 7, 2008. RFP Number NHLBI-PB (HL) 2008-059-KJM, "Development and Maintenance of Information Systems for NHLBI Scientific Programs", will be available on the FedBizopps Web page at http://www.fedbizopps.gov. Prospective offerors are responsible for downloading the RFP and all attachments. The offeror is responsible for monitoring the FedBizOpps Web page for the release of the solicitation and any amendments. The RFP will be available for downloading on or about March 17, 2008. Please note that the RFP for this requirement will include the Statement of Objectives, System Descriptions, System Attributes, Reporting Requirements and Deliverables, Performance Objectives, Technical Evaluation Criteria, SOW Criteria Details, and all proposal preparation instructions. All information required for the submission of a proposal will be included in the electronic RFP package. All responsible SBA 8(a) certified sources are encouraged to submit a proposal that will be considered by the NHLBI.
