Description
The purpose of this announcement is to notify the public of the intent of the Dept. of Energy (DOE), Idaho Operations Office (ID) to proceed on a single source basis to William Lettis & Associates (WLA) of Walnut Creek, California. WLA will provide technical support to this office via participation as a team member in the 10 year update of the Idaho National Engineering Laboratory???s (INL) probabilistic seismic hazard analysis (PSHA). The PSHA will be performed by Bechtel Energy Alliance, DOE ID???s chief management and operations contractor. WLA will be involved in a team review of the approach, conduct and finalization of the PSHA. The performance of a PSHA is a requirement under 10 CFR 830, DOE Order 420.1 and supporting standards. Participatory review is supported by DOE Order 413.3b, NUREG-6372 and NRC guidance on the use of experts. The objective of this effort is to avoid previous DOE seismic design defensibility issues encountered at other sites and improve the quality, defensibility and utility of the INL PSHA. WLA will conduct a literature review, participate in group workshops, possibly participate in field review(s) and perform analytical work to test the utility and/or defensibility of proposed parameterization schemes and the impact of parameterization uncertainty on hazard design levels. WLA and its personnel are uniquely qualified for this effort as they possess unique field and analytical skills and experience directly related to the conduct and review of the INL PSHA. WLA personnel have conducted PSHAs for critical facilities in the regions adjacent to the INL (such as the Jackson Lake Dam PSHA). WLA also possesses significant experience in the NUREG-6372 processes as well as INL specific seismologic, geologic and probabilistic modeling experience critical for performing this support function. Work duration is estimated to be three to six months (March ??? August) with travel to the INL for a meeting to discuss and review the proposed PSHA procedures, data, and analytical processes. Estimated cost for this effort is approximately $25,000 on a time and materials basis. Any sources believing themselves capable of performing this work must submit a statement of capability applicable to this subject work to the Contract Specialist no later than March 7, 2008. A solicitation document is not available. Any requests for a solicitation will be disregarded. Capability statements will be evaluated solely to determine if this simplified acquisition should proceed on a competitive basis, rather than on a sole source basis.
