- This market survey is being conducted by the General Services Administration (GSA) to seek minority contractors who are interested in submitting a Request for Qualifications for the Repair and Alterations (R&A) of the C. Clifton Young Federal Building & U.S. Courthouse, 300 Booth Street, Reno, Nevada, Design/Build Project. The project would ideally be set aside for a women-owned small business, service-disabled veteran-owned small business, HUBZone small business, or 8(a) small businesses. The number of responses received from interested minority contractors shall determine whether this requirement can be set aside. The C. Clifton Young Federal Building & U.S. Courthouse is a five-story building that was built in 1965. To date no major alteration of any kind has been undertaken during its service life. However due to continuous maintenance and selective equipment upgrades, the building is currently in acceptable operating condition. The anchor tenant in the building is the United States Bankruptcy Court (USBC) and the remaining federal tenant agencies primarily provide support. The design-build method of contracting will be utilized for this project. The selected design-build contractor must be a viable corporate entity having familiarity and knowledge with federal court construction. The contractors' past performanceand experiences on similar past/present projects must be verifiable. It is essential that the contractor be able to competently budget, schedule, and provide quality control. The design-build contractor will be evaluated objectively on a competitive basis, relying on the background and ability of the contractor from the information provided. A quantitative evaluation process will not be used to select the contractor. The proposed renovation work includes asbestos abatement; demolition and removal work; new roofing; building accessibility upgrades; fire-safety upgrades; new fire sprinkler system; plumbing upgrades; electrical upgrades; ADA code compliance; air-flow study and HVAC upgrades; site improvement; dedicated water supply installation; building water service improvements; and repair of the building curtain wall. The primary project goal is to avoid building system failures and improve the overall reliability and operability of the building for approximately the next fifteen years. No architectural modernization is anticipated. The building will be occupied and fully operational during construction. Tenant agencies will move around within the building to accommodate construction. Interested contractors must submit a Letter of Interest and a Resume displaying their firm's qualifications and past performance on similar projects in order to participate in the Design/Build project.
