Description

The National Park Service (NPS) is issuing a prospectus to solicit proposals for a 10-year concession contract to provide food and beverage sales, merchandise sales, and event planning and management services at Statue of Liberty National Monument and Ellis Island. This contract will follow and combine two existing concession contracts to provide visitor services on both Liberty and Ellis Islands. The prospectus will explain the business opportunity and the terms and conditions under which the NPS will award the contract. The NPS Director determined that the existing concessioners are not preferred offerors for the contract. The prospectus will be released on Friday, February 22, 2008, for an eighty-seven (87) day response period under the terms stated in the prospectus. In order to be evaluated and considered for award of the contract, all proposals in response to the prospectus, including those that may be submitted by the existing concessioners, must be delivered to the Chief of Concessions, Northeast Region, National Park Service, 200 Chestnut Street, 3rd Floor, Philadelphia, Pennsylvania 19106, (215) 597-7055, no later than 4:00 p.m. Eastern Time on Monday, May 19, 2008, as directed by the prospectus. The prospectus will be available from the NPS Concessions website, http://www.concessions.nps.gov/prospectus.cfm. Any additional information or updates to the prospectus will also be posted on this website. Paper copies of the prospectus will be available at the address stated above between 9:00 a.m. and 4:00 p.m., Monday through Friday (excepting federal holidays), for a printing charge of $56 per copy. Also, interested parties may request delivery of paper copies by Federal Express standard overnight delivery for a printing and shipping charge of $65 per copy; to make this request, send an email message to NER_STLI_Concessions@nps.gov, Attention David Funk, 413-323-9170, and send your check or money order to the address stated above. Checks or money orders (no cash or credit accepted) must be made payable to the National Park Service and must have the payer's Tax Identification Number (TIN) or Social Security Number (SSN) stated on the face of the check or money order. Business addresses (no post office boxes) and telephone numbers must be provided if requesting Federal Express delivery. The NPS recommends that all interested parties send an email message to NER_STLI_Concessions@nps.gov, Attention David Funk, 413-323-9170, to indicate interest in the contract, be included on the NPS contact list, and receive email notifications of any additional information or updates to the prospectus. A site visit will be held on Tuesday, March 18, 2008, to allow interested parties an opportunity to see facilities related to this concession contract. Participation in the site visit will not be required to submit a proposal but attendance is encouraged. The site visit will begin at 9:00 a.m. on Ellis Island. Access to Ellis Island will be from Battery Park in Manhattan and Liberty State Park in Jersey City, New Jersey. All parties intending to attend the site visit must send an email message to NER_STLI_Concessions@nps.gov, Attention David Funk, 413-323-9170, by Thursday, March 13, 2008, to receive security clearance and additional directions by return email message. Email messages must list the full name, organization, address, phone number, and email address for all intended attendees and identify the organization's primary contact, phone number, and email address. Any materials distributed during the site visit will also be posted on the NPS Concessions website, http://www.concessions.nps.gov/prospectus.cfm.
