Description
The U. S. Army Corps of Engineers, Hurricane Protection Office, is seeking Historically Underutilized Business Zone (Hub-Zone) firms for a Multiple Award Task Order Contract (MATOC). The Government anticipates all task orders to be firm fixed-price construction orders. This contract will consist of a base period of twelve months and two, 12-month option periods. The work includes furnishing labor, materials, vehicles, equipment, processing, supervision, and transportation for all types of Pump Stat ion construction work including, but not limited to, heavy construction, work on existing pump stations, installing new pumps, constructing buildings, structural retrofitting and upgrading, pump station construction or enlargement. The location of the pro posed work is Southeast Louisiana. This is a Request for Proposal (RFP) solicitation. There will be no public bid opening. Proposals will be evaluated using Best Value continuum. The Government may award up to five (5) contracts resulting from this sol icitation to the responsible offeror (s) whose offer conforms to the solicitation requirements and will provide the best value to the government. This requirement is for a MATOC with an estimated ceiling value of $100,000,000.00. The estimated value of t he work for each task order on average is $5,000,000.00 to $10,000,000.00. This solicitation is restricted to Hub-Zones. The North American Industry Classification System Code (NAICS) for this work is 237110. To be considered a small business under this code the firm must not exceed $31,000,000.00. Postal service or fax copies are required. Electronic copies are not permitted. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is expecte d to be issued on or about March 10, 2008. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at www.fedbizopps.gov./. The solicitation package will be poste d on FedBizOpps, which can be accessed at www.fedbizopps.gov./. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests, for the solicitation package will not be honored. Potential offerors MUS T register at FedBizOpps www.fedbizopps.gov./ and Federal Technical Data Solutions (FedTeDS) https://www.fedteds.gov/ in order to receive notification and/or changes to the solicitation. The Interested Vendors List (IVL) will be activated and may be acces sed and printed from the FedBizOpps web site. Prospective offerors who would like their company name included on the IVL list may do so on the Fedbizopps website under IVL. Potential offerors are responsible for monitoring this site for the release of th e solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database, and have completed On-Line Represen tation and Certifications Application (ORCA) in order to receive a contract award.
