- The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS); Instrumentation Management Office (IMO) in partnership with the US Army Aviation Techn ical Test Center (ATTC) is seeking industry information on available sources capable of supplying the capability described in the attached Draft Statement of Objectives (SOO) and Draft Performance Specification for the Objective Helicopter Icing Spray Syst em (OHISS). PM ITTS is the lead for the acquisition of this capability. The results of this Sources Sought Request For Information (RFI) will be used to refine the SOO and Performance Specification as well as complete the Acquisition Strategy/Approach, P rogram Cost Estimate and other acquisition documentation required to support procurement of this capability. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. RFI Purpose and Limitations: T he Governments intention is to better understand the current state-of-the-art and to determine the best acquisition approach. Industry feedback is vitally important and the Government will be receptive to any and all ideas received from industry. This RFI is an expression of the Governments interest only and does not obligate the Government to pay for the requested information nor respond to any submissions. Proprietary information is not being solicited; however, if it is submitted, it should be appropri ately marked. Please limit your submission to no more than 10 pages. In addition, you may include up to five attachments that consists of pre-printed commercial brochures or sales literature. Electronic submissions are strongly encouraged. Detailed Req uirements: PM ITTS is looking for suppliers who can provide the services described in the Draft SOO and the capability described in the Draft Performance Specification. All respondents are asked to provide the following: 1. A technical descriptio n of the complete capability. The description should answer the following: a. How does your solution work? What are its limits? b. What are the physical dimensions and weight of your solution? How much power does it use? c. How much of the desi gn will be integration of Commercial components? What types of components are part of your solution? 2. A schedule estimate from contract award to operational capability. 3. Recommendations where performance can be traded for reduced costs or where performance can be added for little or no cost. Background: Icing testing is required for Federal Aviation Administration (FAA) and Military in-flight icing certification for aircraft that operate in icing conditions. ATTC currently operates th e Helicopter Icing Spray System (HISS) which provides a limited low speed icing spray capability. OHISS is a program to provide an improved in-flight icing test capability with lower lifecycle costs. The requirements for this system are detailed in the att ached Draft Performance Specification. Viewing Opportunity for Current System: The current HISS has been integrated into the CH-47 host aircraft in preparation for icing testing planned to occur from January 2008 to April 2008.
