- 2-21-2008 This Pre-Solicitation Notice is issued to advise industry that a solicitation will be forthcoming for engineering and integration and technical support services that encompasses the Space and Naval Warfare Systems Command (SPAWAR) Command, Control, Communications, Computers, Combat Systems, Intelligence Surveillance and Reconnaissance (C5ISR) Production Program for both strategic and tactical platform requirements. The contractor shall provide services to define, procure, fabricate, assemble, integrate, test, inspect, and deliver an integrated system, or other equipment, for installation on shore sites and maritime / tactical platforms and vehicles (i.e. including but not limited to Common Submarine Radio Room and Deployable Mission Suites). The C5I programs to be supported by this procurement include but are not limited to: CSRR, TOCNET, VRC-110, and Deployable Mission Modules. An Indefinite Delivery, Indefinite Quantity, Cost- Plus-Fixed-Fee, Performance-Based contract, with the option to issue Cost-Plus- Incentive-Fee and Firm-Fixed-Price task orders as appropriate for continued critical support. The planned contract is estimated at $249.2 Million, over an eight year period (includes one base year, four one-year options, and provisions for three additional one-year award terms). This is not a follow-on contract. The NAICS is 541330, and the applicable size standard is $25.0M. Subject procurement is unrestricted, with award to be made via full and open competitive proposals. The anticipated award date of the subject contract is scheduled for AUG 2008. The solicitation and any documents related to this procurement will be available over the Internet, on or about 11 MAR 2008, at the SPAWAR Business Opportunity Website, located at the following address: http://E-Commerce.spawar.navy.mil. It is the offeror's responsibility to monitor this site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). No paper distribution of these documents will be provided. All responsible sources may submit a proposal, which shall be considered at that time. 1-24-2008 DRAFT Documents have been posted for this future opportunity. These documents are posted for information purposes only and ARE NOT to be considered the final documents for the RFP. This procurement encompasses the Space and Naval Warfare Systems Command (SPAWAR) Command, Control, Communications, Computers, Combat Systems, Intelligence Surveillance and Reconnaissance (C5ISR) Production Program for both strategic and tactical platform requirements. The goal of this SOW is to consolidate like integration functions into one integrated production process in a Government Managed, Contractor Occupied (GMCO) facility. The work to be performed requires the offerors to define, procure, fabricate, assemble, integrate, test, inspect, and deliver an integrated system, or other equipment, for installation on shore sites and maritime / tactical platforms and vehicles (i.e. including but not limited to Common Submarine Radio Room and Deployable Mission Suites). The primary source of the services supporting CAEI production is a five-year, cost-plus-incentive-fee, cost- plus-fixed- fee, firm-fixed priced contract, with 3 Award term years (8 years total). This contract provides the majority of services required to accomplish production in government spaces, and supports tasking in all SPAWAR production locations.
