- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Property & Fiscal Office of New Jersey is looking for design and customization of a HUMMWV, trailer and motorcycle. The customization will be used as an advertisement vehicle for the NJ Army National Guard. Innovative designs are essential. The contractor shall provide: 1. Design and customization of a government furnished HUMMWV (interior/exterior) to include retro fit of internal sound and video system 2. Purchase, d esign and customize a closed recruiting trailer that will double both as a recruiting center with sound and video system capabilities and a motorcycle trailer 3. Purchase, design and customize a motorcycle. 4. Edited production video detailing the customiz ation of all three items. The selection and evaluation criteria will be based on Best Value . The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advanta geous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Design, delivery schedule, past performance, geographically location & price. This requirement will be set aside for small business.
