- Provide A/E services for Project Number 678-318, Special Procedure Unit and ED-Urgent Care, B50 and B38, at the Southern Arizona VA Health Care System (SAVAHCS), Tucson, Arizona. Services include site investigation, schematic design, design development, preparation of bid documents, cost estimates, a submittal log and construction period services for a third story addition to Building 50. Project will construct a 3rd floor on existing Building 50 to accommodate a Special Procedures Unit (SPU), expand the Emergency Department (ED) on the first floor of Building 50 and also construct a clinical decision unit in Building 38 into the space vacated upon activation of the SPU. The 3rd floor of Building 50 will be approximately 18,000 GSF, and will accommodate GI/Endoscopy, GU procedures, bronchoscopy, general sugical procedures, recovery for these procedures as well as for cardiac cath and interventional radiology procedures, respiratory and pulmonary including pulmonary function tests (PFT's). The ED is directly adjacent to the existing Medical Procedures Unit in Building 38 which includes GI/Endoscopy, bronchoscopy, recovery including for cardiac cath and interventional radiology procedures, and respiratory and pulmonary including PFT's. It is expected that the existing recovery space will be utilized for the ED, and the exisiting procedures space will be converted into a clinical decision unit. Design disciplines include architectural, mechanical, plumbing, fire protection, electrical/electronic and structural. Medical and medical equipment planning is also required. Work includes, but is not limited to, the following: 1) Constructing an addition to B50 2) Renovating the existing emergency department in B50 3) Constructing a clinical decision unit in B38. The A/E shall demonstrate his/her qualifications and the qualifications of each consultant with regard to the published evaluation factors for design and option services. Evaluation factors are of equal importance. Evaluation criteria includes: (1) Professional qualifications of staff assigned to this project including consultants; (2) Specialized experience and technical competence in health care facilities design. Prior experience should include, at a minimum, completion of similar projects, including emergency power installation and code compliance issues where applicable; (3) Capability and commitment of firm to accomplish the design work within the required timeframe; (4) Past performance on recent contracts with Government agencies (emphasis on VA work) and private industry in terms of cost-effective design, estimating, quality of construction documents, compliance with design schedules, change orders and claims. (5) Explain specific internal quality control measures. Firm will be evaluated on the acceptability of their internal quality control program used to assure technical accuracy and discipline coordination of plans and specifications; (6) Geographic proximity to project site and knowledge of locality of the project; (7) Capability of and commitment to provision of accurate professional services during the construction period, including timely replies to RFIs, review of submittals & shop drawings, periodic construction inspections and ability to produce construction documents using AutoCAD release 2006 software. This is a firm fixed-price contract. Estimated construction cost range is between 5 - 10 million. NAICS code is 541310. Consideration is limited to firms located within 150-mile radius of SAVAHCS, Tucson, AZ. If subcontracting opportunities exist and the submitting firm is not a small business, the small, small disadvantaged and women-owned business contracting goals will be: 23% (SB), 5% (SDB), 5% (WOSB), 3% (HUB Zone), 7% (VOSB), and 3% (SDVOSB). Award of contract is dependent upon the availability of funds. Firms that meet the requirements listed in this announcement are invited to submit three (3) copies of the SF330s as well as a single electronic copy (on a compact disc) to A. J. Davis 9-90C, SAVAHCS, 3601 S. Sixth Avenue, Tucson, AZ 85723 by 3:00 PM local time on Monday, March 24, 2008. Fax copies of SF330s will not be accepted. Late responses will be handled in accordance with FAR Subpart 15.208. This is not a request for proposal. See Numbered Note 24.
