- Description
- The Centers for Disease Control and Prevention intends to issue a sole source purchase order to Beckman Coulter, Inc., 4300 N. Narbor Boulevard, Fullerton, CA 92835-1091, for a Cell Lab Quanta SC Flow Cytometer with optional MPL (multi plate loader), which includes SQL software and HP deskjet printer, monitor, workstation, and necessary cables as part of the package, for use in laboratory research on infectivity and survival of influenza viruses and bacterial bioterrorism agents on surfaces in varying environmental matrices and conditions. This equipment has certain functions that are stated as unique: triangular designed flow cell for increased stability of the flow stream; Coulter Volume measurement for accurate sizing and counting; 3-color fluorescent channel detection and side scatter detection; Mercury Arc Lamp for excitation at 365, 405, and 435 wavelengths; ability to use either Mercury Arc light source or a 488mm laser diode (2-22mW user selectable); cell-based and bead-based assays combining Coulter Volume, Arc Lamp, and 488mm laser parameters; fluorescence concentration parameter for the measurement of fluorescence per unit volume of a cell; fluorescence surface density parameter for monitoring changes in the concentration fluorescence per-unit area of a cell; alignment of Mercury Arc light source using an automated align feature using accompanying software; incorporation of software tracking tool to track the age of the Mercury Arc bulb and compensate for gradual degradation of the bulb over time; nuclear packing efficiency (NPE) measurement; flexible filter configurations for optimization of fluorophone detection with Coulter Volume; and automated color compensation utilizing floating bi-exponential display. In addition, the Quanta MPL upgrade provides the handling of both tubes and plates with multiples formats, e.g. 24-, 96-, 384-well plate, PCR plate, PCR plate with cooler, deep will plate, etc. as well as user-defined plate types; automatic sample preparation: reagent addition and sample mixing prior to acquisition; a push-pull re-suspend and shake mixing mode to allow samples to be run from a variety of sources; SQL database for data and instrument setting storage; search of SQL database to retrieve date files based on any acquisition parameter such as date, time sample, name, acquisition protocol, statistical value number of cells, cell treatment, etc.; full statistical re-analysis of 96 samples including export to Excel in less than 10 seconds; and ability of several analyzers to share the same SQL database to ease mass data processing. CDC believes that this requirement is met by only one provider. This procurement will be processed under the authority of FAR 6.302-1 and 6.302-2. Only one responsible source and no other sources will satisfy agency requirements. No solicitation is being issued.
