Description
AMENDMENT 0001 QUESTIONS/ANSWERS Note: Additional questions will not be answered regarding this solicitation. 1. Question: Can the due date for this announcement be extended? Answer: Yes. The new due date for business and technical proposals is hereby extended until Monday, February 25, 2008 by 12 noon EST. 2. Question: Total small business set aside does this mean that no member of our team (subcontractors) can be a large business that does not meet the size standard of this offering? Answer: The small businesses prime contractor MUST perform at least 50 percent of the cost of the contract incurred for personnel with its own employees. All subcontractors together (large and small) may only perform under 50 percent of the cost of the contract. The small business prime contractor will be required to certify the compliance with the 50 percent rule during contract performance. 3. Question: In the second paragraph of the RFP, it states ?our goal is to conduct several exercise simulations? can you please define the word ?several?? Answer: The base CLIN 0001 is one exercise, for budgeting purposes with regard only to travel, offerors should plan travel consisting of 1 site visit, 3 planning meetings, and 1 exercise delivery. CLIN 0002 is an ?Option? and consists of the same. The government may or may not exercise the options. 4. Question: What geographical area(s) will the exercises be conducted? Answer: The New England area. 5. Question: Are resumes included in the total for the technical proposal? Answer: Yes. 6. Question: Can we get a clarification with regard to what ?other props? other then smoke generator, and pyrotechnics that may be required for the tabletop exercise and the functional exercise? Answer: Other props may include, but are not limited to, Mannikins. 7. Question: Will travel be included in the CLIN number to be paid as estimated, or will travel be reimbursed based on actual costs? Answer: This will be a firm fixed price purchase order. All costs associated with each CLIN need to be included with the business proposal submission. 8. Question: Is there an incumbent? Answer: No. 9. Question: Under number 3, ?Exercise Conduct,? page 3 of the RFQ document, it is stated that the contractor will send, at a minimum, ?one facilitator and at a minimum three ?support specialists? to the exercise as agreed upon at the planning meetings. Do these particular ?support specialists? correspond to the Technical Specialists as listed under Staffing Qualifications on page 4, or to Support Specialists as listed under Staffing Qualifications on page 5? Answer: The sentence ?The contractor will send, at a minimum, one facilitator and at a minimum three support specialists to the exercise as agreed upon at the planning meetings? is hereby changed to read, The contractor will send, at a minimum, one facilitator and at a minimum three other key personnel which may consist of a mix of support specialists, technical specialists, and or senior analysts. 10. Question: Under Deliverables on page 3 of the RFQ, it is stated that Exercise After-Action Reports be submitted to EPA/FEMA as a written report on the exercise within 21 business days of completing an exercise. Does the government intend to maintain HSEEP timelines for the After Action Repots, which state 30 days for AARs? Answer: Yes the government intends to maintain HSEEP timelines of 30 days for AARs. The sentence in Section 4 Exercise Evaluation, under deliverables Number 4, ?Exercise After-Action Reports. The contractor must submit to FEMA/EPA a written report on the exercise within 21 business days of completing an exercise? is hereby changed to read, ?The contractor must submit to FEMA/EPA a written report on the exercise within 30 calendar days of completing an exercise.? 11. Question: How many anticipated players and exercise locations will there be for CLIN 0004, one Functional Exercise? Answer: FEMA/EPA is unable to estimate these numbers. 12. Question: Is this solicitation for EPA regional management or for a specific agency within EPA? Answer: This is a FEMA solicitation. 13. Can you provide a time frame as to when the first exercise will be conducted? Answer: Spring of 2008. 14. Question: Can the one week requirement of submission of manuals prior to exercise be extended to 15-21 days? Answer: No. 15. Question: Are quotations being requested for full scale exercises? Answer: No. 16. Question: Does FEMA/EPA want three quotations for three tabletops, and one quotation for a functional exercise? Answer: The business proposal is structured by Contract Line Item Numbers, (CLINS) as a base and three options. The offeror shall provide a price for each CLIN. 17. Question: Can key personnel qualifying as Senior Analysts and Technical Specialists be assigned to exercise control and evaluation functions? Answer: Yes, provided the minimum number of individuals are met. 18. Question: Under exercise evaluation FEMA/EPA speaks about ?report formats? to be approved by FEMA/EPA (HSEEP), can we assume this means using the formats for reports and documents that HSEEP provides? Answer: Yes. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (20-FEB-2008); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
