Description
Because of the vendor walkthrough on 14 February 2008, several updates to this solicitation have been made and are incorporated herein. THIS IS A 100% SMALL BUSINESS SET ? ASIDE. This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotations (RFQ), solicitation number FA7000-08-T-0066, in accordance with FAR Parts 12 & 13. STATEMENT OF WORK FOR MILCON PHASE 4B FAIRCHILD HALL 02 January 2008 Revision 3: USAFA WO#: Project Title: Move compact shelving units to Library Storage room Project Manager: Barbara Scaduto Project Location: 5F15, Building # 2354 United States Air Force Academy, CO Appendices: Appendix 1: Floor plans (Word Document) 1. DESCRIPTION OF PROJECT: A. PROJECT OVERVIEW FOR INFORMATIONAL PURPOSES: Bldg 2354 room 3J5 has compact shelving that needs to be disassembled, relocated and installed in 1A109 before the next Milcon project is awarded in February. Room 2J9 has compact some shelving that is already disassembled and some that is still assembled and needs to be moved and installed in 1A109 along with the units from 3J5 (see Specific Requirements listed below). B. FOR BIDDING PURPOSES B.1. Disassembly, moving and reassembly of existing shelving and equipment: B.1.1. Shelving Contractor shall supply the following: all labor, tools, materials, equipment, transportation, etc. necessary to provide commercial shelving disassembly and re-assembly from one area to another within the same building. B.1.2. Refer to floor plans in Appendix 1 for layouts of areas involved. (Contact the Contract Specialist, Michael Fredericks, for email copies of appendix 1, 719-333-2849, or email michael.fredericks@usafa.af.mil ) B.1.3. Shelving Contractor shall coordinate all moves with Facility Manager Barb Scaduto 719-333-6301. Work is to be accomplished in February/March 2008 (estimated time frame 25 February ? 14 March 2008) between the hours of 0730 and 1630 or as agreed upon with the Facility Manager. B1.4. All interested vendors are asked to attend a walkthrough of the Library area to get a better understanding of the move requirements. This walkthrough is scheduled for Thursday, 14 February 2008 from 1300-1400. Please contact Michael Fredericks, Contract Specialist, if you plan on attending the walkthrough (Tele: 719-333-2849, or by email: michael.fredericks@usafa.af.mil ). All interested vendors will meet at the south gate entrance to the USAFA, Visitors Pass and Registration Center, at 12:45 where a bus will transport you to the Library facility. 2. GENERAL PROVISIONS: A. The Shelving Contractor shall supply all labor, materials, transportation, equipment, and supervision to provide a complete, finished, functional area meeting USAFA Specifications. B. The work area will be confined to the applicable areas as shown in Appendix 1. (Contact the Contract Specialist, Michael Fredericks, for email copies of appendix 1, 719-333-2849, or email michael.fredericks@usafa.af.mil ) 3. SPECIFIC REQUIREMENTS A. You must submit you quotes for the following four (4) Contract Line Items (CLINs). Failure to submit quotes for all four CLINS will make your offer unacceptable to the government. CLIN 0001: The contractor will disassemble all existing stationary shelving units in the 1A109 area and all associated hardware and transport them to the 2nd floor SW corner for disposal. The Contractor will also remove and dispose of all remaining items stored in 1A109 (room dividers, chairs, and other miscellaneous items identified by the Facility Manager , Barb Scaduto. CLIN 0002: The contractor will disassemble the white Aisle Server shelving and the blue Penco shelving located in room 2J9 and move those items to room 1A109 for reassembly. The old existing plywood floor for the Aisle Server shelving will be replaced by the contractor with new plywood. CLIN 0003: The contractor will disassemble the Lion Shelving located in room 3J5 and move those items to room 1A109 for reassembly. CLIN 0004: Because of the size of some of the stationary shelving that is required to be moved, the secured door entering the NE entrance to Fairchild Hall to get to room 1A109 will have to be disassembled to get the oversized pieces into 1A109 and then reassembled again by the contractor. Due to security reasons, the disassembley/assembly of the door will take no more than one day of work. B. Please identify in your quote the required number of days to complete this work. Also, list the number of workers that will be required. C. Final alignment, reassembly and functionality must be approved by Library Director. D. Coordinate work schedules with the Facility Manager and Library Director at least one (1) week in advance. E. Any exceptions to this statement of work must be detailed in the contractor proposal. 4. CLEANUP A. The Shelving Contractor shall be responsible for any clean-up associated with the tear down and re-installation of shelves in each area. 5. ADDITIONAL CONSIDERATIONS A. The Shelving Contractor shall be responsible for the complete tear down and re-installation of the items per the floor plans in Appendix 1. Large items will have to be carried up / down stairs if they will not fit in the elevators. C. Contractor shall have past work experience with the disassembly and assembly of existing shelving in order to prevent interference with mission accomplishment and avoid delays in moving to and from the affected areas. D. Contractor shall be familiar with all buildings and areas involved prior to work commencement. Manager or supervisor of employees that will accomplish the actual move must be present at the pre bid walkthrough and will supervise staff onsite when contract is awarded. E. The Shelving Contractor shall be responsible for any damages to the building, its floors, its walls, etc. Any damages incurred by the Shelving Contractor shall be repaired at the cost of the Shelving Contractor. F. Work is to be accomplished in 2008 (estimated time frame 25 February ? 14 March 2008) between the hours of 0730 and 1630 or as agreed upon with the Facility Manager. Starting time frame is negotiable with the Facility Manager. G. POC for project shall be the Facility Manager Barb Scaduto 719-333-6301 and Dr. Edward Scott 719-333-2590. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07. The North American Industrial Classification System (NAICS) number is 484210 and the business size standard $23.5 million. The proposed acquisition is reserved for 100% small businesses. Women owned and disabled veteran owned small businesses are encouraged to submit quotes. Period of Performance is estimated between February 25 to 7 March 08. The Government will award a purchase order from this solicitation to the responsible offeror whose lowest price conforms to the solicitation. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with all requirements, that offer will not be acceptable.
