Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; pro posals are being requested and a written solicitation will not be issued. This document contains incorporated FAR and DFARS provisions and clauses in effect through the FAC 2005-23 dated 25 January 2008. This procurement is unrestricted. The NAICS is 72111 0 with size standard of $6.5 Million. All proposals to this request for quotation (RFQ) shall reference solicitation number W81K0408T0004 and shall be submitted by e-mail to joe.peck@amedd.army.mil, or by facsimile (210-295-4937), no later than 3:00 p.m. C DT on 22 February 2008. Call Mr. Peck at 210-295-4622 if you have any questions. SERVICES: The US Army Medical Command (MEDCOM) proposes to have an Executive Leader Strategic Planning Offsite for 60 people in the Leesburg, VA area, 5-6 March 2008. Contr actor shall provide lodging and meals during 4-6 March 2008 which will be paid for separately by each attendee. Provide firm fixed pricing (FFP) for each of the three (3) contract line item numbers (CLINs) below per Performance Work Statement (PWS) require ments. GENERAL INFORMATION. I.A. Scope. The objective of this contract is to provide non-personal se rvices to MEDCOM Executive Leaders for meeting room space, audiovisual/IT support and refreshments during breaks. The scope of this contract must also include the ability to provide space for housing participants and both breakfast and lunch (ala carte not cafeteria style) within the confines of the facility in less than an hour for all participants. On-site workout facilities should also be provided at no charge, with at least some equipment for both aerobic and strength training. Facilities should be cond ucive to strategic thought and brainstorming. Any distractions, to include but not limited to, construction, renovations, repairs and/or ongoing maintenance problems, could interfere with mission success. I.B. Period of Performance. From arrival on the evening of 4 March through departure on 7 March 2008. The meeting is scheduled for a full day on 5 and 6 March, but timely registration in and out of the facility is also a factor (contractor must be able to support any surge in the registration process). PART II. SPECIFIC REQUIREMENTS. II.A. Meeting Rooms. All meeting room space must adequately hold the required number of persons without any adverse restrictions on conference attendees, or interference in the meeting process. II.A.1. Confere nce Room. Provide one (1) conference room for presentation and discussion purposes. This room should accommodate at least 60 people in a conference style setting. The room should be equipped with: VCR, monitor, overhead projector, 2 flipcharts with markers , white board with markers, and podium with microphone (and additional equipment per II.E. below). This room should allow uninterrupted conversation with little to no interference from noise in surrounding rooms. This room must be available from 0600 on Wednesday, 05 March until 1900 on Thursday, 06 March, for packing out at the end of the training. II.A.2. Separate Meeting Rooms. Provide two (2) additional br eakout rooms on 05-06 March to accommodate up to 20 people. Each room must be equipped with: VCR, monitor, overhead projector, 2 flipcharts with markers, white board with markers, and podium with microphone (and additional equipment per II.E. below). Each room should allow uninterrupted conversation with little to no interference from noise in surrounding rooms. Each room must be available from 0600 on Wednesday, 05 March until 1900 on Thursday, 06 March, for packing out at the end of the training. Also pro vide one (1) admin support room on 05-06 March to accommodate up to 10 people. This room should be equipped with tables and chairs and in close proximity to the conference room and breakout rooms to allow executive leaders the opportunity to meet with thei r support staff with little to no interference from noise in surrounding rooms. II.A.3. Meeting Registration Area. Provide an area for meeting registration near Conference Room from 0700 to 0800 on Wednesday, 05 March. Provide one 8' long tables w/2 ch airs. II.B. Conference Services. * Conference facility will allow parking for guests at no charge. * Facility must have on-site audio-visual, copier and computer maintenance representative available throughout the meeting period. * Meeting r oom space must adequately hold the required number of persons without any adverse restrictions on meeting attendees. * Facility must be within close proximity to public transportation and restaurants. * Facility must be able to provide free wireless high speed internet access for all participants on-site. * Facility must be within 10 miles of the airport to allow for ease of travel to and from the meeting. * All guest rooms must be provided at or below the government per diem rate (tax exempt wh ere allowed). * All chairs must be ergonomically designed as the work days will be long and require participants to sit for extended periods. * A Conference Planning Manager should be provided during all hours of the meeting to ensure any problems ar e addressed quickly and efficiently. II.C. Meals. No meals will be purchased under this contract; however, contractor must be able to provide an ala carte breakfast and lunch within the confines of the facility in less than an hour for all participa nts. The availability of more than one dining option would be advantageous. II.C.1. Refreshments. Provide continuous refreshments for sixty (60) people on Wednesday, 05 March and Thursday, 06 March to include, but not limited to fresh fruits, vegeta bles, pastries, cookies, brownies, bagels with cream cheese, coffee (caffeinated and decaffeinated), tea, hot water, soda, juice and milk. II.D. Sleeping Rooms. Facility must have on-site availability of sleeping rooms, as specified below, from stan dard check-in time on Tuesday, 04 March to standard check-out time on Friday, 07 March 2008. Local attendees may checkout 06 March. Rooms must include work space, telephone, and high speed wireless internet at no charge. In addition, the offeror should submit a one-time price for the adherence to the administrative requirement for CMR. The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report all contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: https://cmra.army.mil/. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officers Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number and e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractors); (6) Estimated direct labor hours paid this reporting period (incl uding sub-contractors); (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FCS for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractors with its UIC for the purposes of reporting this information); (11) Locations where the contractor and sub-contractors perform the work (specified by zip code in the United States and nearest city, country, w hen in an overseas location, using standardized nomenclature provided on the website); (12) Presence of deploymen t or contingency contract language; and (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending 30 Sep of each government fiscal year and must be reported by 31 Oct of each calendar year. Contractors may use a direct XML data tra nsfer to the database server of fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors system to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site. ADDENDUM TO FAR 52.212-1, INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS INSTRUCTIONS FOR PREPARATION OF PROPOSAL. Offers shall submit proposal by e-m ail to joe.peck@amedd.army.mil or by facsimile to 210-295-4937, no later than 22 February 2008, at 3:00 p.m., CDT. The proposal shall have a title page identifying the offeror, the full address, phone/fax number, contacts (POCs) with email addresses, the s olicitation number and its contents. WRITTEN DOCUMENTATION: Shall be prepared in one volume as follows: PART I - ADMINISTRATIVE a. Cover letter with corporate logo showing original signatures of a corporate officer authorized to negotiate for the company. Include name of the company, phone, fax numbers, and email address. b. Completion of annual representations and certifications at http://orca.bpn.gov is preferred. Otherwise, a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, (Alternate I), and 52.219-1, Small Business Program Representations, (Alternate I) must be submitted with proposal. c. The offeror shall provide points of contact (POC) for administration of the contract during offeror' s normal business hours and after normal business hours. The POC for other than normal business hours will be contacted only in the event of emergencies. Accord ingly, the named POCs should possess sufficient corporate authority to effectively deal with emergency situations and the telephone number provided for each should be functioning at required times. PART II - CONFERENCE CAPABILITY This part of the technical proposal shall be addressed in sufficient written detail for the Government to determine if offerors understand this aspect of the Governments requirement as conveyed through the PWS. Offerors shall provide sufficient narrative and supporting da ta for thorough evaluation of proposed capability. PART III - PRESENT AND PAST PERFORMANCE a. Submit evidence of past performance for any contract(s) you currently have or have completed within the past three (3) years under which you performed s imilar services. If you have not performed any similar contracts, you may furnish any other past performance information which you believe demonstrates ability to perform the services required by this RFQ. For each contract include: Name, address, POC, and phone number of the Government organization of company with which you had a contract; contract Number; Itemized description of services; contract award date; number of options, and completion date; whether or not you completed the contract; initial contra ct value; and adjusted contract value. b. Offerors shall ensure the accuracy of references provided (names, addresses, telephone numbers, and email address(es). The Government will not be responsible for tracking incorrect references and phone numbers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of providing thorough and complete performance information rests with the offeror. PART IV - PRICING a. Schedule Pricing for Requir ements. The offeror shall submit proposed pricing for each CLIN identified in the RFQ. Include both the unit price and extended price for each CLIN. The offeror shall provide in sufficient detail the elements that make up the proposed unit price. Examples may include current published price list for required facilities and services. ADDENDUM to FAR 52.212-2, EVALUATION - COMMERCIAL ITEMS The Government will award a single contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Except for communications conducted for the purpose of minor clarification, the Government intends to evaluate proposals and award a contr act without discussions. Therefore, each initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the Contracting Officer to be necessary. The following factors will be used to evaluate offers: Factor 1: Conference Capability Factor 2: Past and Present Performance Factor 3: Price EVALUATION OF PROPOSALS FOR AWARD. Factor 1 and Factor 2 are equal in importance and when combined, are significantly more important than Factor 3. The Government is interested in proposals that offer the best value in meeting the requirements with acceptable risk at a fair and reasonable price. In making the sources selecti on decision, the Contracting Officer will consider the evaluated rating of all factors. FACTOR 1. CONFERENCE CAPABILITY. The following adjectival ratings will be used in evaluating the technical risk of each offeror's capability to host two-day conf erence per specific PWS requirements. Excellent. The proposal has exceptional merit and reflects an excellent approach which will clearly result in the superior attainment of all requirements and objectives. This clearly achievable approach includ es numerous advantageous characteristics of substance, and essentially no disadvantages, which can be expected to result in outstanding performance. The risk of unsuccessful performance is very low as the proposal provides solutions which are unquestionably feasible and practical. These solutions are further considered very low risk in that they are exceptionally clear and precise, fully supported, and demonstrat e a clear understanding of the requirements.(Risk Level: Very Low) Good. The proposal demonstrates a sound approach which is expected to meet all requirements and objectives. This sound approach includes advantageous characteristics of substance, and few relatively minor disadvantages, which collectively can be expected to result in satisfactory performance. The risk of unsuccessful performance is low as the proposal contains solutions which are considered feasible and practical. These solutions ar e further considered to reflect low risk in that they are clear and precise, supported, and demonstrate an understanding of the requirements.(Risk Level: Low) Acceptable. The proposal demonstrates an approach which is capable of meeting all requir ements and objectives. The approach includes both advantageous and disadvantageous characteristics of substance, where the advantages are not outweighed by the disadvantages. Collectively, the advantages and disadvantages are likely to result in acceptable performance. The risk of unsuccessful performance is moderate, as the proposal solutions are generally feasible and practical. These solutions are further considered to reflect moderate risk in that they are somewhat clear and precise, partially supported , and demonstrate a general understanding of the requirements.(Risk Level: Moderate) Marginal. The proposal demonstrates an approach which may not be capable of meeting all requirements and objectives. The approach has disadvantages of substance a nd advantages, which if they exist, are outweighed by the disadvantages. Collectively, the advantages and disadvantages are not likely to result in satisfactory performance. The risk of unsuccessful performance is high as the proposal contains solutions wh ich may not be feasible and practical. These solutions are further considered to reflect high risk in that they lack clarity and precision, are generally unsupported, and do not demonstrate a complete understanding of the requirements.(Risk Level: High)<BR > Susceptible to Being Made Acceptable. The proposal demonstrates an approach which, as initially proposed, cannot be rated Marginal because of error(s), omission(s) or deficiency(ies) which are capable of being corrected without a major rewrite or re vision of the proposal. These solutions are further considered to reflect high to very high risk in that they lack clarity and precision, are generally unsupported, and do not demonstrate a complete understanding of the requirements.(Risk Level: High to Ve ry High) (NOTE: A Susceptible rating cannot be a final rating. The final rating will either increase to a rating of Marginal or better or decrease to Unacceptable) Unacceptable. The proposal demonstrates an approach which, based on a very high risk, will very likely not be capable of meeting all requirements and objectives. This approach has numerous disadvantages of substance, and advantages which, if they exist, are far outweighed by disadvantages. Collectively, the advantages and disadvantag es will not result in satisfactory performance. The risk of unsuccessful performance is very high as the proposal contains solutions which are not feasible and practical. The solutions are further considered to reflect very high risk in that they lack any clarity or precision, are unsupported, and do not demonstrate an understanding of the requirement.(Risk Level: Very High) FACTOR 2. PAST AND PRESENT PERFORMANCE. Performance Risk analysis provides insight into an offeror's probability of successful ly completing the solicitation requirements based on the offeror's performance record on recent, relevant, and similar contract efforts. The number and severity of problems (if any), the demonstrated effectiveness of corrective actions taken (if required), and the overall performance record will be taken into consideration. Excellent. Essentially no doubt exists that the offeror will successfully perform the required effort based on their performance record.(Risk Level: Very Low) Good. Little doubt exists that the offeror will successfully perform the required effort based on their performance record.(Risk Level: Low) Adequate. Some doub t exists that the offeror will successfully perform the required effort based on their performance record.(Risk Level: Moderate) Marginal. Significant doubt exists that the offeror will successfully perform the required effort based on their perfo rmance record.(Risk Level: High) Poor. It is extremely doubtful that the offeror will successfully perform the required effort based on their performance record.(Risk Level: Very High) Unknown. The offeror has little/no relevant past perf ormance upon which to base a meaningful performance risk prediction.(Risk Level: Unknown) Evaluation of past and present performance will be subjective based on consideration of all relevant facts and circumstances. The currency, content, general trends , and relevance of the information in contractor's performance will be considered. Providing incorrect references and phone numbers may render your proposal as unacceptable. The government may also consider and use any additional information from its ow n files, references provided by the offeror, or from any source it deems appropriate. The Government may survey references to verify information provided and may survey other sources known to the Government. If adverse past and present performance infor mation is obtained, the respective POC will be contacted to obtain additional information about the circumstances surrounding the situation. Offerors will be given an opportunity to address unfavorable reports of past and present performance to which the o fferor has not had a previous opportunity to respond. The offeror's response, or lack thereof, will be taken into consideration. If an offeror does not have a past and present performance history relating to the solicitation, the offeror will not be evalua ted favorably or unfavorably, and a neutral rating will be given for this factor. FACTOR 3. PRICE. Price analysis techniques will be used to evaluate an offeror's proposal, but will not be scored. Pricing will be evaluated for realism and the extent to which it is fair and reasonable in terms of the Government's requirements. The Government is interested in proposals that meet the requirements with acceptable risk, at a fair and reasonable price.
