- This is a Sources Sought/Market Research announcement to identify business interest and valid sources for performing the ASC Global Maintenance and Supply Services mission. The product service code/ federal supply code (PSC/FSC) J099, Maintenanc e repair and rebuilding of miscellaneous equipment. The North American Industry Classification System (NAICS) Code for this requirement is 811111 (General Automotive Repair), with a size standard of $6.5M. This announcement is in support of Market Resear ch performed by the United States Army Sustainment Command to determine industry interest in multiple year services contract for the HQ, ASC. Service providers must be trained and have an operating knowledge of maintenance, supply and logistics services p erformed at CONUS and OCONUS locations in peacetime, emergency and wartime working conditions. Maintenance capabilities include field level services, repair, and maintenance support performed on a variety of tactical equipment including wheeled and tracke d vehicles, support equipment, non-tactical vehicles, and commercially procured equipment. Supply capabilities include operation of both retail and wholesale supply activities, involving receipt, issue, transportation, operation and maintenance of automat ed information technology (AIT) systems, readiness reporting systems. Standard Army Management Information Systems (retail/wholesale), and mission specific systems including the Army War Reserve Deployment System. The classes of supply involve supply cla ss I, II, IIP, IV, VII, VIII, and IX. Logistics services involve overall program management services, configuration and sustainment of US Army modular equipment sets, non-Army customer equipment sets, providing quality control and quality assurance suppor t, contingency planning, liaison support, base operations support, and risk management. Services may be required by a variety of customers including, but not limited to, US Army, US Army Reserve, National Guard Bureau, Joint Forces, DoD Agencies (non mili tary), US Government organizations, foreign government entities, and Coalition Forces. SUPPORTED SITES: The GMASS program provides support to OIF/OEF and other identified contingency sites. The US Army Sustainment Command continues to require pro viders for worldwide maintenance and supply services. The sites may be either CONUS or OCONUS based. Please be aware that contractor personnel may be required to work in austere and hostile work environments. INSTRUCTIONS TO INTERESTED PARTIES: R equest that all interested offerors provide five page capability statement that details their previous work experience in the areas of expertise stated above. Work performed within the past three years is considered relevant experience for this sources so ught announcement response. Please include in your capability statement, your firms business size and identify any potential joint venture partners. SMALL BUSINESS JOUNT VENTURES: Joint Ventures (JV), as defined in FAR 19.101(7) (i), are an accept able approach. Interested Small Businesses shall provide the Government with information as follows: (1) Name of Company-include a contact person's name, telephone number, and email address; (2) Company Address; (3) Company Size 9please specify as either Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concerns. Veteran-Owned Small Business, or Service-Disabled Small Business; (4) Identify whether you are interested in this acquisition as a price contra ctor or subcontractor. Note: 1. Under certain JV arrangements, the individual small businesses must meet the size standard instead of using the combined total of all small businesses on the JV. 2. The Government may direct certain work be performed by sp ecific contractors. Any of this directed work is excluded from the total work when determining limitations on subcontracting percentages. 3. To qualify as a small business entity all the JV members must be a small business. One exception is the Small Business Administration mentor-protege program, which does permit large business participation on the JV with an 8(a) participant. INDUSTRY DAY: Depending on the i nformation received from this announcement, the Government may plan a GMASS Industry Day at a later date. Tentative areas for discussion include: Joint Venture contracts in the Army; Legal considerations/ Q & A; SBA considerations/ Q & A; and Government approach/strategy/timelines. Additionally, opportunities for industry to brief on potential individual contributions to Joint Ventures; and, Industry one on one with Government.
