- This publication serves as a presolicitation notice that the U.S. Environmental Protection Agency (EPA) will issue an Invitation For Bids (IFB) for the Deep-Aquifer Private Water Well Drilling and Pump Installation. The requirement is subject to availability of funds and will be restricted for Small Businesses. Also, EPA will be utilizing procedures under FAR PART 14 Sealed Bidding and the North American Industry Classification Standard (NAICS) code for this requirement is 562910 with a size standard 500 employees. Therefore, the purpose of the FedBizOpps announcement is to notify potential bidders of EPA's requirement and to direct interested parties to the EPA's "Business Opportunities with EPA" Internet World Wide Website at http://www.epa.gov/oam/index.htm. where the IFB will be posted on or about March 6, 2008 with bids due 30 days after issuance of solicitation. As it becomes available, information regarding this procurement will be posted at http://www.epa.gov/oam/index.htm. In an effort to streamline communications to the maximum extent possible, the subject IFB, amendments and other related items for this procurement will be posted at this same web site. Bidders must download the IFB and related documents from the internet as no printed copies will be available. The contract type to be awarded will be a Firm-Fixed-Price contract with incentives to the responsive and responsible bidder offering the lowest price to the U.S. Government. The tentative contract award date is May 1, 2008. Proposed Work: The U.S. Environmental Protection Agency (EPA), through it private drinking water supply well sampling program within the Newton County Mine Tailings Site, in Newton County, Missouri has identified over 500 shallow aquifer wells that exceed health based standards for heavy metals. EPA is generally addressing this contamination through the installation of new public water supply mains throughout the site areas with identified contamination. However, approximately 30 contaminated wells were identified at scattered locations making the installation of public water mains to these homes economically infeasible. To address the metals contamination in wells at these homes, EPA will install a new deep drinking water supply wells into the lower, un-contaminated aquifer at each individual home with a contaminated shallow well. All newly constructed deep wells shall be installed in accordance with the Missouri Well Construction Rules (Rules). Additionally, the existing shallow wells on each property shall be abandoned in accordance with the Rules. Both the well driller and the pump installer shall hold a non-restricted permit under the Missouri Well Construction Rules to perform work under this contract. If both the well driller and pump installer are permitted under the same company, a Water Well Certification and Pump Installation Record (along with a copy of the chain of custody form for the lead and cadmium analysis) shall be submitted to the Missouri Department of Natural Resources (MDNR) Geological Survey and Resource Assessment Division, Wellhead Protection Section for each well within 60 days of completion of pump installation. If the well driller and pump installer are permitted under separate companies, each shall submit a Water Well Certification and Pump Installation Record within 60 days of completion of his/her portion of the work. A copy of the chain of custody form for the lead and cadmium analysis shall be included with the Pump Installation Record. A copy of all information submitted to the MDNR, as required by the Rules, shall be submitted to the EPA Project Officer (PO) to document the completion of the work. Project Completion Date: Work must be completed by April 30, 2009. Project Magnitude: The magnitude of this requirement in terms of physical characteristics and estimated price ranges between $500,000.00 to $1,000,000.00.
