Description
The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full and open, 100% 8(a) set-aside basis, operations, maintenance, and administration services for the base telecommunications system at Naval Air Warfare Station, China Lake, CA using the Nortel MSL-100 and Remote Central Office (RCO) satellite switch components. The China Lake Telecommunications System (CLTS) is located at China Lake, California, which is a Department of Defense facility adjacent to the city of Ridgecrest located in California's upper Mojave Desert. China Lake is a complex of laboratories, offices, instrument test stations, ordnance storage areas, gun and missile sites, ground/air test ranges, and an airfield. China Lake covers 1,777 square miles with approximately 1,000 buildings and a working population of 5,700 Government, Contractor and Military employees. In addition to operations and management services, the successful offeror will be required to provide services in engineering, furnishing, and installing additional CLTS switching equipment, transmission equipment, station wiring and equipment, outside plant cabling and equipment, and other supporting equipment to meet service requirements of CLTS subscribers, as well as supporting existing key systems and station wiring (located in secure areas) that were grand-fathered into the new system. The period of performance will be a base year with 4 one-year options for a total of 5 years. The performance period will begin 01 June 2008. A complete Statement of Work will be provided with the Request for Proposal (RFP). A meeting to further describe the requirements will be held at China Lake, California on 10 March 2008 at 10:00 A.M. The exact location will be listed in the Request For Proposal (RFP). Contractors must be registered in the Central Contractor Registration (CCR) to be eligible for an award. The RFP will be released on or about 03 March 2008 and close thirty (30) days thereafter. The RFP will be available through the Federal Business Opportunities (FEDBIZOPPS) website.
