Description
On or about 16 March 2008, the Omaha District will issue one (1) firm-fixed price indefinite delivery- indefinite quantity (IDIQ) contract with one-year base period and four one-year option periods Set-Aside for small/local business concerns with a b on-a-fide office(s) registered in the state of Colorado. This scope of work was originally posted as a partial small business set-aside, solicitation W9128F-08-R-0009. The solicitation response date will be on or about 16 April 2008. The contract value shall not exceed $20,000,000. Pueblo Chemical Depot is a military installation realigned under Defense Base Closure and Realignment Act of 1988, Public Law 100-526 dated October 24, 1988, and by subsequent BRAC laws in 1994 (Section 2912 of the Fiscal Yea r 1994 Defense Authorization Act - Publ. L. 103-160), Section 817 of the Fiscal Year 1995 Defense Authorization Act and the Fiscal Year 2005 Defense Authorization Act. The solicitation will be executed under NAICS code 562910 for professional remediation services. The Small Business size standard is 500 employees. PROJECT DESCRIPTION: The project is a site specific contract to a small business for Professional Environmental Remediation Services for the operation and maintenance (O and M) of two pump sy stems as well as the O and M for the offsite treatment systems. The onsite sampling, analysis and reporting shall also be included in this solicitation in addition to the data validation associated with the environmental program. This contract shall be g overned by the Resource Conservation and Recovery Act (RCRA) regulations as specified in the State issued permit for the Pueblo Chemical Depot, Colorado. PROPOSAL EVALUATION: Award of these contracts will be based on the Best Value approach considering t echnical evaluation factors and price under Federal Acquisition Regulations (FAR) Part 15: Contracting by Negotiation. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The Selection Criteria will include the t echnical approach and regulatory strategies, previous experience  Environmental Services, Resumes of Key Personnel/Teaming Arrangements, Milestone Delivery Schedule, past performance, and comparison of labor and overhead rates. OFFERORS: Please be advis ed of on-line registration requirement in Central Contractor Registration-CCR, database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-Line Representations and Certifications (ORCA) at http://orca.bpn.gov. Represe ntations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORC A.
