Description
Notice of Intent to Award a Sole Source Procurement. The Government intends to issue a sole source contract for the privatization of the water distribution system for the 182nd Airlift Wing (AW) Air National Guard Base (ANGB) located at Greater Peor ia Regional Airport, to: Illinois-American Water Company (IAWCO). Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. IAWCO (Contract or) will assume ownership of the above-mentioned utility system and will be required to provide expansions to the system to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, lab or, materials, tools, and equipment necessary to own, maintain, and operate the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for each Governme nt or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the contract. The utility system will be conveyed via a Bill of Sale upon award of the contract. The water system being privatized is described as follows: The 182nd Airlift Wing (AW) of the Illinois Air National Guard occupies 334 acres of leased land. Lea sed land is on the Greater Peoria Regional Airport, located approximately six miles southwest of Peoria, in north central Illinois. The mission of the 182nd AW is to provide air transportation of personnel and equipment to deployed locations. The unit cu rrently flies the C-130H Hercules. The 182nd AW occupies 6 administrative and 30 industrial buildings, totaling approximately 428,400 square feet with 238 full-time personnel. A unit training drill is conducted once a month and results in a surge of up t o a total of 1200 personnel. Water is supplied by Illinois-American Water Company (IAWCO) and enters the base at one point. The configuration is a looped system with water delivered at 75-100 psig. The distribution system includes both a potable water line and a fire protection line that supplies the base fire hydrants. The system consists of approximately 370 linear feet of PVC pipe, and 19,300 linear feet of ductile iron pipe. Pipe diameters range from two to twelve inches and pipe is buried at an averag e depth of 5 feet without the use of tracer wire or marking tape. The system also has nine cast iron-gate valves, 17 fire hydrant assemblies, 14 meters, and 17 post indicator valves. Base personnel indicate the capacity of the current system is adequate fo r present and future needs. Competitive proposals were requested in 2001 and no offers were received. This notice is not a request for competitive proposals. The proposed contract action is for services for which the Government intends to solicit and ne gotiate with only one source under the authority of DoD Utility Privatization Policy dated 2002. However, interested persons may identify their interest and capability to respond to the requirement. This information shall include: confirmation of your un derstanding that the requirement includes purchasing the distribution system, and then entering into a 50-year contract for the operation, maintenance, repair and replacement of the systems; furnish us with references indicating your prior experience opera ting, maintaining, repairing and replacing such systems; and indicate how you would meet the emergency response time requirement of one hour. All responses received within ten calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
