- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Met One Instruments, 1600 Washington Blvd, Grants Pass, OR 97526 for the acquisition of two (2) S/SASS Super SASS Sequential Sampler. The ambient air sampler is a designated Federal Registered Method (FRM) speciation sampler. The unit collects PM 2.5um samples on filters in eight channels allowing unattended multiple day, up to 1 full week for single filter sampling or two-day, three-channel sampling. This feature is unique to this unit and is a necessary feature when running at remote locations criterion. The modular design and light-weight components allow the system to be easily packed, loaded into a trailer, transported and reassembled at the next sampling location. This unit is the primary sampler in EPA's national speciation network and the same unit is required to enable comparison of data collected for our toxicological health effects research. The EPA has identified Met One Instruments as the only vendor capable of satisfying this requirement. In order to ensure data compatibility and accuracy, the circumstance permitting "Other than full and open competition" is FAR 13.106-1 (b)only one source reasonably available. The intent of this notice is to determine if any other source(s)exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
