The Governmen t intends to issue a sole source contract for the privatization of the electric and gas distribution systems for the Air National Guard Station (ANGS) located at Fresno Yosemite Airport, Fresno CA, to Pacific Gas and Electric (PG&E). Privatization is defi ned as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. PG&E (Contractor) will assume ownership of the above-mentioned utility systems and will be required to pr ovide expansions to the system to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility sy stem. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the contract. The utility system will be conveyed via a Bill of Sale upon award of the contra ct. The electric and gas systems being privatized are described as follows: The 144th Fighter Wing (FW) of the California Air National Guard occupies two separate parcels of land (the main base area and the Munitions Storage Area) totaling 110.726 acres o f leased land on the Fresno Yosemite International Airport, located approximately 4 miles east of downtown Fresno, California. The mission of the 144th FW is to provide air defense protection for California from the Mexican border to Ukiah utilizing the F -16 Fighting Falcon jet fighter aircraft. The 144th FW occupies 7 administrative, 16 industrial and 2 services buildings totaling approximately 3490 square feet with 325 full-time personnel. A unit training drill is conducted once a month and results in a surge of up to a total of 990 personnel. Electric power is provided by PG&E and enters the base and is metered at one location. It is delivered and distributed at 12.47 kV through a radial underground system with multiple dead-end branches. The primary d istribution system of the main base area consists of 8,900 linear feet of 3-phase underground circuits rated at 15 kV. There are no primary circuits in the Munitions Storage Area. The underground circuits are in ductbanks buried at an average depth of thre e feet and are marked with warning tape. Multiple branches feed 15 three phase pad mounted transformers ranging from 75 to 750 kVA. The system includes 14 switches, 13 manholes, three electrical handholes and 18 meters. Base personnel indicate the capaci ty of the current system is adequate for present and future needs. Natural gas service is provided by PG&E and enters the base at three points. There are two separate systems: the main base area that is metered at two locations and the Munitions Storage A rea (MSA), which is metered at one location. Both systems are branched configurations with multiple dead ends. Natural gas is delivered at 5 psig. The two distribution systems contain approximately 3,500 linear feet of PVC pipe, 2,300 linear feet of blac k iron pipe, 1,400 linear feet of steel pipe, ranging from one to four inches in diameter. Pipes are buried at an average depth of three feet and are marked wit h tracer wire. The systems contain 13 PE ball valves, 14 meters and 13 regulators. Base personnel indicate the capacities of the current systems are adequate for present and future needs. Competitive proposals were requested in 2002 and no offers were re ceived. This notice is not a request for competitive proposals. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of DoD Utility Privatization Policy dated 2002 . However, interested persons may identify their interest and capability to respond to the requirement. This information shall include: confirmation of your understanding that the requirement includes purchasing the distribution system, and then entering into a 50-year contract for the operation, maintenance, repair and replacement of the systems; furnish us with references indicating your prior experience operating, maintaining, repairing and replacing such systems; and indicate how you would meet the em ergency response time requirement of one hour. All responses received within ten calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
