PLEASE CONTACT DENECE NORRIS FOR QUOTE OR TECHNICAL CONCERNS. CONTACT INFORMATION IS ALSO IN THE BODY OF THIS SOLICITATION************ NASA/MSFC has a requirement for COMSOL Multi-Physics Software. NASA/MSFC intends to purchase this service from COMSAL, INC on a sole source basis. Highly specialized data processing and analysis are conducted in support of the Nuclear Thermal Rocket Element Environmental Simulator (NTREES) program, the General Purpose radio isotopic Heat Source (GPHS) program, and the Super Accelerated Electromagnetic Engine (SAEE) program among others. Maintaining the accuracy, reliability & compatibility of all elements of the current analysis system are of the utmost importance. Risking changes that are not compatible with our current analysis capability is deemed an unacceptable risk that could result in unacceptable cost and schedule impacts. COMSOL, Inc. is uniquely capable of continuing to provide the required analysis capability. The Government intends to acquire a commercial item using FAR Part 12. All contractual and technical questions must be in writing (email or fax) to Denece Norris at denece.a.norris@nasa.gov or faxed to 256-544-4401. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Denece A. Norris no later than 4:30 p.m. local time on February 12, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
