- Description
- The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD), China Lake, CA intends to procure on an other than full and open competition basis, technical products and support for the F/A-18 and E/A-18G aircraft. The Navy intends to enter into negotiations for an Indefinite Delivery Indefinite Quantity (IDIQ) contract consisting of contract line item numbers (CLINs) of various contract types, principally Cost Plus Incentive Fee (CPIF) and some amount of Cost Plus Fixed Fee (CPFF). The contract ordering period is anticipated to be five years. The proposed contract will provide for System Configuration Set (SCS) implementation products in a minimum quantity of one each and a maximum quantity of 20. An SCS is a combination of software and hardware configuration items (CIs) that are integrated into a previously deployed baseline configuration and are delivered to the Fleet as highly integrated software and hardware packages. It will also provide for requirements development support in a maximum quantity of 750,000 hours, system improvement and demonstration products in a maximum quantity of 10 each, and studies and analysis in a maximum quantity of 50 each. Deliveries will be made free on board (FOB) destination. Delivery schedules will be identified within individual delivery orders and task orders. As the sole designer, developer, and manufacturer of the aircraft, Boeing is the only source qualified to satisfy this requirement. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 45 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship. Requests for the solicitation shall be submitted to the contracting office and reference solicitation number N68936-08-R-0025. All responsible sources may submit a proposal, which shall be considered by the agency.
