Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the FAR, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as a Request for Quotation (RFQ), number ESQ080010. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. This solicitation is set-aside for Small Business concerns, under North American Industry Classification System (NAICS) code 326199. The Small Business Size Standard is 500 employees. Materials must be domestic. Furnish and deliver the following supplies : ITEM #1: 44 each, 10' Round, fiberglass Stock Tank, with fiberglass bird ramps molded into the tank. Separate Bird Ramps will also be accepted. Each trough must hold at least 1,000 gallons of water. Side walls must not be over 2' high. Troughs to be constructed of fiberflass, with a non-slip bottom surface. Objective is to provide a means of escape from stock water troughs for birds or small animals. Wildlife ramps to be constructed of fiberglass. Ramps must conform to the inside of the troughs, and may be either integral with the troughs (one piece construction), or a seperate drop-in unit with some means of attachment to the troughs. Ramps must have at least 5" of walking surface at the middle of the ramp (walking surface may taper top to bottom), and may not be over 1:1.5 slope (1' of rise in 1 1/2' of run). Ramps must have a non-slip surface. Please submit drawing as to how you plan to meet our stated objective for Line Item #1. These items will be delivered to the DIllon FIeld Office, 1005 Selway Drive, Dillon, MT. FOB is Destination. ITEM#2: 2 each, Rectangular Stock Tank, 400-500 gallon capacity. These items will be delivered to the Butte Field Office, 106 N. Parkmont, Butte, MT. FOB is Destination. Drawings of the standard stock tanks are available upon request by contacting Charlene Gunther at 406-896-5195 or sending an e-mail to Charlene_gunther@blm.gov. Evaluation Factors will be based on price and technical acceptable. Both are equal. Award will be made to the lowest responsive, responsible quoter that is most advantageous to the government. The provision at 52.212-01, Instructions to Offerors-Commercial Items is applicable. The provision at 52.212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Evaluation factors will be based on price. QUOTERS SHALL FOLLOW INSTRUCTIONS IN THE PROVISIONS AT 52.212-03, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, AND SUBMIT APPROPRIATE DOCUMENTATION WITH IT'S OFFER. The clause 52.212-04, Contract Terms and Conditions-Commercial Items, is applicable. The clause 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is applicable, and the following additional FAR clauses cited in the clause are applicable: ; 52.219-06 , Notice of Total Small Business Set-Aside; 52-222-3, Convict Labor; 52-222-19 Child Labor; 52.222-21 Prohibition of Segregated Facllities; 52.222-26, Equal Opportunity; 52.222-36, Affirmative Action for Workers with Disabilities; 52.225-01, Buy American Act - Supplies; 52.225-03, Buy American Act - Free Trade Agreement - Israeli Trade Act,52.225-13 Restrictions on Certain Foreign Purchases; 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration. IT IS THE QUOTERS RESPONSIBILITY TO REVIEW THESE CLAUSES AND SUBMIT THE REQUIRED INFORMATION WITH YOUR QUOTE. Prospective contractors must be registered in Central Contractor Registration (CCR) prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the internet at http://ww.ccr.gov. Prospective vendors shall complete their annual Represenations and Certifications (ORCA) electronically at http://orca.bpn.gov. Quoters must submit FAR 52.212-03, Offerors Representations and Certifications - Commercial Items, with their quote.
