Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a purchas e order on a noncompetitive basis in accordance with FAR 6.302-1(a)(2)(iii) similarly provides for other than competitive services to acquire the services of an expert or neutral person for any current or anticipated litigation or dispute to BCI Engineer s & Scientists, Inc., 2000 E. Edgewood Drive, Suite 215, Lakeland, FL 33803-3653, to provide scientific and technical assistance to the Corps of Engineers regarding the requirement for a highly qualified geotechnical engineer analyst expert witness. The e xpert witness must also be familiar with the unique challenges of designing and building of Ten Mile Creek Water Preserve Project, to include review of all original geotechnical documents submitted prior to construction, review results of supplemental grou ndwater seepage analysis performed using SEEP/W, review results of supplemental transient seepage analysis performed to evaluate excess pore pressures as a result of rapid drawdown and the resulting uplift forces acting on the soil-cement on the interior f ace of the embankment, review results of supplemental slope stability analysis, review of erosion problems at the toe of the soil-cement apron. . The expert must be able to devote individual attention to the analysis and preparation of the Governments de fense, and if necessary, serve as a capable witness before the ASBCA or United States Court of Federal Claims. After researching firms on the Project Management Institute and other websites and communicating with other Districts, it is clear that BCI is c apable of addressing the myriad of issues presented in the AE liability claims. Normal solicitation cannot guarantee that a firm as qualified as BCI or as capable to handling such diverse issues would be obtained. The technical support for these evaluati ons to the U.S. Army Corps of Engineers will be provided by BCI Engineers & Scientists, Inc. The North American Industry Classification System (NAICS) for this requirement is 541690 and the size standard is $6.5Million. The sole source determinati on is based upon the knowledge, skills, and expertise possessed by BCI , coupled with its unique extensive local knowledge of the site. An award to any other source would affect the U S Army Corps of Engineers ability to provide the technical information required, and would not provide any cost savings to the Government. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
