Description
This requirement was previously advertised under SAQMPD-07-R-0017 with an anticipated release date of November 28, 2006. This is follow-on to services being performed by Harris Corporation and Stanley Associates under State Contract Nos.: S-AQMPD-06-D1184 and DTTS59-99-D00465 respectively. The U.S. Department of State, Office of Acquisitions Management (A/LM/AQM), on behalf of the Bureau of Consular Affairs, Office of Consular Systems and Technology (CA/CST) has a requirement for Installation, Training, Help Desk, Passport and Configuration Management Support for its domestic passport, and overseas operations. The solicitation is being released as a request for proposals (RFP) under solicitation number SAQMMD-08-R-0133. The North American Industry Classification System (NAICS) Code is 541513 which have a size standard of $23M to qualify as a small business. The contractor under this effort supports approximately (4,000 domestic users in eighteen (18) U.S. locations within Consular Affairs. Users are located in the Los Angeles, CA, San Francisco, CA, Seattle, WA, Boston, MA, Chicago, IL, Honolulu, HH, Houston, TX, Miami, Fl, New Orleans, LA, New York, NY, Philadelphia, PA, Aura, CO, Norwalk, CT, Charleston, SC, Portsmouth, NH, Hot Springs, AR, Tucson, AZ and the Washington, DC/Metropolitan area. There is two Information Centers in Dover, DE, Lansing, MI all utilize the Information Technology of this said document. In addition approximately 7,000 overseas users in over 230 overseas posts and 44 consular systems. The contractor shall provide the following tasks: Transition phase, Project Management, CA Domestic Help Desk, CA Overseas Support Desk, Training and Installation, Configuration Management and Domestic Training (optional). Offerors will be required to provide an oral presentation as part of the technical evaluation. Domestic and overseas travel is required. Consular Systems and Technology currently provides hardware and peripherals (computer, monitors servers, fingerprint scanners, cameras, document scanners, etc.) on a standard refresh cycle for over 230 overseas posts, as well as interim replacements for broken equipment. CA/CST?s ability to have equipment available and accessible at all times to immediately ship overseas is essential. The contractor (and any subcontractors) will need a Top Secret facility clearance at the time of contract performance. Additionally, the Contractor personnel assigned to this contract shall possess Top Secret and /or Secret personnel security clearances issued by Defense Security Service (DSS) prior to contract performance. Services shall be performed in the Washington DC/Metropolitan Area. The Department of State anticipates a Firm fixed price, Time and Material contract for a base year plus four additional one-year options. All contractors must be registered in the Central Contractor Registry to be eligible for award. This requirement will be solicited under full and open competition. It is anticipated that the solicitation due date will be 45 days after release of the solicitation on or about December 28, 2007. The purpose of the FedBizOpps announcement is to notify potential offerors of this requirement. To streamline the procurement process, and to utilize the internet and electronic communications to the maximum extent possible, the RFP, any amendments, and other related items for this procurement are posted via the internet at http://www.fedbizopps.gov. Note: Offerors must only submit written electronic (email) questions during the proposal preparation period. It is requested that all questions be received fifteen (15) days after release of the solicitation to allow the State Department adequate time to prepare and post responses to all offerors questions at the website provided above prior to the date and time set for receipt of proposals. The State Department will continue to accept questions up to the closing time of the solicitation; however, a time shortage may not permit responses to questions received more than fifteen days after the release of the solicitation. The State Department will only respond to written electronic (email) questions regarding the solicitation, and post these responses to the website listed above. Each question must include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification.
