- A. DESCRIPTION The National Aeronautics and Space Administration (NASA) at the John F. Kennedy Space Center (KSC) invites industry to submit a response to this Request for Information (RFI). KSC is seeking information and formal expressions of interest from industry, academia, and other prospective parties to identify potential alternative land uses and activities for approximately 700 acres of citrus groves currently in active production on space center property. This notice is issued by NASA as a RFI. This is not a notice of solicitation and does NOT constitute a Request for Proposal, Invitation for Bid, or Request for Quotation. This RFI is for internal NASA planning purposes only and seeks to provide interested parties an opportunity to assist NASA in planning for innovative and environmentally sound uses of land currently operated for agricultural production and related research activities. This RFI is subject to the FAR Provision 52.215-3 entitled "Request for Information or Solicitation for Planning Purposes (OCT 1997)". In addition, this notice is not to be construed as a commitment by the Government to enter into a contract, a lease, or any other land use arrangement, nor will the Government pay for the information submitted in response to this request. NASA intends to use the information provided in response to this RFI to determine, in its sole discretion, the potential for alternative land uses deemed appropriate and compatible with NASA?s operation at KSC in support of the agency?s missions. NASA reserves the right to breifly discuss with any respondent to this RFI information provided if deemed to be in the best interest of the Government. NASA may also explore potential short term or long term land use arrangements for uses approved by NASA, subject to environmental assessment in compliance with the National Environmental Policy Act (NEPA). B. PURPOSE AND BACKGROUND The purpose of this RFI is to gather planning information on prospective alternative uses to the current citrus grove acreage under active production. This request is limited to the specific acreage identified in the attached map as ?in production? groves (See Attachment 1). Responses should not address other KSC lands. The approximately 700 acres of citrus grove land in production are owned by NASA and currently managed by the U.S. Fish and Wildlife Service (USFWS) as part of the Merritt Island National Wildlife Refuge pursuant to NASA?s agreement with the USFWS. Under the terms of the current USFWS Memorandum of Understanding (MOU) with The Florida Research Center for Agricultural Sustainability Inc., caretaking responsibilities ended on January 15, 2008 and fruit picking rights expire on July 31, 2008. The attached map identifies the subject acreage and also shows the approximate acres in production per group. USFWS has decided that it will not continue to manage these areas for citrus production and will either seek restoration of the groves to native habitat or turn management of the grove land over to NASA, the property owner, as potential sites for future development and interim land uses as NASA may permit. Some of the acreage currently in production has been tentatively designated by NASA for future development supportive of NASA?s mission. Approximately 160 acres are within the area identified for future development of a technology and commerce park, Exploration Park, and the area anticipated to be used for future expansion of the KSC Visitor Complex or associated outreach activities. In addition, up to 100 acres of the subject land is currently under evaluation for potential use for a renewable energy project pursuant to an MOU between NASA-KSC and Florida Power and Light (FP&L). Depending on the proposed use of lands, NASA may explore the use of NASA?s Enhanced Use Lease (EUL) authority or other land use arrangements as may be appropriate to facilitate approved uses. Under NASA?s EUL authority, the agency may lease out real property for its Fair Market Value (FMV) and retain the consideration in support of NASA?s mission. The subject property is not excess property and NASA will not consider, nor is it authorized, to dispose of the property through sale. Failure to respond to this RFI does not exclude any interested party from future consideration for potential land use opportunities which may be announced or solicited by NASA. C. TYPES OF USES SOUGHT AND LIMITATIONS The goal of this RFI is to identify viable alternative uses for the grove lands currently in production at KSC and to determine the capability and capacity of interested parties offering ideas to successfully implement and manage such activities under land use arrangements with NASA. Responses are not required to encompass the entire available acreage nor specific sites. NASA wishes to encourage a broad range of creative ideas in response to this RFI. The types of uses NASA would anticipate include but are not limited to: renewable energy projects, environmentally advantageous agricultural research, and pioneering concepts for land usage. NASA does not intend to permit residential uses. D. INFORMATION REQUESTED FROM INTERESTED PARTIES This RFI has no overall page limit with all response received by the requested date of March 14, 2008 to be included for review. All submissions regarding this RFI received after March 14, 2008 may be excluded from review. Responses should be as detailed as necessary to enable NASA to fully understand the proposed land use and associated activities required to implement, as well as the capabilities of the proposing entity to manage the activities. Responses should include the following information as a minimum: ? Proposed land use and acreage of land required ? Full description of how the current land use would be altered to enable use proposed ? Description of entity which would enter into any ground lease or other arrangement with NASA, including its capabilities and resources to implement the proposed use ? Identification of minimum lease term required to facilitate planned use ? Description of how the proposed concept would be compatible with and supportive of NASA?s mission ? Description of anticipated environmental issues and impacts associated with proposed use ? Description of the number and types of employees or other personnel that would require frequent access to the property to carry out the proposed operations or activities E.
