Description
100% 8(a) Alaska Native Corporation Set-Aside FAA has a requirement for a Community Benefits Study as part of the Alaska Flight Services Modernization Program. This is a public announcement. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR). Background A community benefits study is required by the Alaska Flight Service Modernization (AFSM) program. The AFSM program is currently conducting a cost-benefit analysis (CBA) in accordance with the milestones required by the FAA Acquisition Management System for a successful Final Investment Decision. The CBA will show the costs and benefits to the FAA and users of the FAA system of improving aviation services in Alaska through the AFSM program. The AFSM Program Office needs to determine the value of improved aviation services to Alaskan communities in terms of community benefits. With increased aviation services, these remote areas will have greater access to transportation for medical appointments, grocery delivery, education and other services that are provided more routinely in the lower 48 states. The additional health, financial, educational, social and economic benefits that Alaskan citizens may obtain through the AFSM program are the community benefits that need to be determined. Findings from the AFSM community benefits study will be incorporated into the AFSM CBA for the Final Investment Decision. The purpose of this community benefit study is not to determine improvements of safety (fatality, injury and damage reductions) or efficiency (delay and cancellation reduction) benefits. This study is to address community impact. In accordance with FAA AMS Paragraph 3.2.2.4, FAA has determined it to be in its best interest to award a single source contract to Doyon Emerald, Anchorage, AK. A competitive solicitation is not available for this procurement. If your firm believes it can fulfill the requirement, please provide evidence of your firm's capability and experience in providing the services outlined above and the FAA will evaluate that information accordingly.
