Description
The Centers for Medicare and Medicaid Services intends to award on a sole source basis the services of an experienced health planner/policy analyst to be an Independent Technical Advisor which can provide the professional expertise and detailed familiarity with these CMS VBP initiatives. The contractor shall comply with the Federal Acquisition Regulation, Part 52 Section 227.14, Rights in Data clause. The contractor shall complete a Data Use Agreement prior to receipt of the data. Data and information that CMS provides to the contractor, or any subcontractor under this contract, shall be used, duplicated or disclosed only for the purposes of the contract unless the Contracting Officer specifically permits another use in writing and the appropriate amendments have been made to the Data Use Agreement. Upon the request of the Contracting Officer or the expiration date of this contract, whichever shall come first, the Contractor shall, upon instructions form the CO, return, destroy or retain all data given to the contractor by the Government. If the CO directs the data be retained by the contractor, the time period of retention will be subject to agreement by the Contractor. The CO has sole discretion to determine whether the data are to be returned, retained, or destroyed. The contractor shall retain no data, copies of data, or part thereof, in any form, when the CO directs that the data be returned or destroyed. The contractor shall participate in planning and executing transition of leadership for Physician Quality Reporting Initiative from the Special Program Office for Value-Based Purchasing to the Office of Clinical Quality and Standards. Contactor shall participate in the work of the Physician and Hospital Resource Use Workgroup, including the Acumen contract exploring the use of episode groupers, the Kennel-ABT Associates contract examining the clinical logic of episode grouper, and the pilot development of resource use reports for physicians. Contractor shall guide the testing and further development of the Medicare Hospital Value-Based Purchasing Plan submitted in a Report to Congress on November 21, 2007. Contractor shall assist with development of the FY 2009 proposed and final rules for all VBP initiatives included in the scope of this contract. Contractor shall assist in the creation of quality measures related to rulemaking as necessary. The contractor must have the unique experience, knowledge, and expertise required for these efforts. The contractor must have at least 20 years experience in Planning Health Sciences. The contractor must have experience in designing and leading complex planning processes involving multiple committees, task forces, and consultants, defining the requirements, resources, and timelines required for on-time project completion under tight deadlines. The contractor must have experience in bringing consulting with strong-minded diverse professionals to tackle challenging projects and the ability to work comfortably at both the broad systems level and as well s the detailed project level which enables them to develop plans that guided implementation to achieve successful "real-world" outcomes.
