Description
The Centers for Medicare and Medicaid Services (CMS) intends to award, using Simplified Acquisition Procedures, in accordance with FAR Part 13, a sole source procurement to Richard Stevens, 4213 Pulitzer Circle, Ellicott City, MD 21042-6244, under authority of FAR 6.302-1 41 U.SC. 253 ( C )( 1 ) Only one responsible source and no other supplies or services will satisfy agency requirements. The Government anticipates the award of a time and material purchase order within (5) days after the response date of this notice. It is anticipated that the period of performance will be approximately twelve months. These consulting services will be performed on-site at the Centers for Medicare and Medicaid Services in Baltimore, Maryland. The contractor will provide analytic assistance to support CMS?s close-out (and transition period administration) of the legacy Medicare fiscal intermediary and carrier contracts. The Medicare Administrative Contractor (MAC) procurements for Part A and Part B Medicare work will replace the Fiscal Intermediaries (Fls) and Carriers who currently process Part A and Part B Medicare claims. At this time, only one of the 15 planned Part A and Part B MAC jurisdictions has been fully converted to a MAC. A few of the remaining 14 jurisdictions have been awarded with the vast majority of the jurisdictions currently under evaluation. Each MAC jurisdiction is comprised of several legacy contracts which all must end by 2011. In the transitional environment, the legacy Fl and carrier contracts are presenting greater challenges than ever to administer, and approximately 50 legacy contracts must be closed out. This workload is additive to the already significant level of effort required to simultaneously conduct MAC procurement evaluations and award the new MAC contracts while overseeing the complex operational transfer of FL and Carrier workloads to the newly awarded MACs. CMS has determined that an outside expert for transition period activities is essential in order to obtain the expertise and special knowledge necessary to effectively analyze and execute legacy contract close-outs. An expert-level of knowledge of CMS? approach to interpreting and reimbursing contract transition and termination costs is required. For this reason MCMG intends to procure the services of Richard Stevens as a subject matter expert in the area of Medicare Fiscal Intermediary and Carrier Contract close-outs. He will also be able to provide invaluable assistance on other business and financial problems that have arisen with respect to the legacy Medicare contracts. Mr. Stevens has over twenty five years of experience with the Office of Financial Management?s Transition Group for Healthcare Integrated General Ledger Accounting System (HIGLAS). He has expertise with CMS? legacy Fl and carrier contract budget and cost reporting policies and procedures, and a significant experience in negotiating Fl and carrier transition and termination budgets which would make him the ideal candidate for this requirement. This is not a request for competitive proposals. However, interested responsible sources may submit a description of their capabilities to perform within 5 days of this notice. The Centers for Medicare and Medicaid Services, Medicare Contractor Management Group shall make the determination of what would constitute equivalent expertise.
