Description
This publication serves as notice of intent to procure services for the Department of Commerce(DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service, conservation Biology Division located in Seattle, WA on a sole source basis with Environmental Data Services (EDS) in accordance with the authority of 41 U.S.C. 253 ( c)(1) only one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Under proposed contract, EDS will refine existing data management tools and products for the Integrated Status and Effectiveness Monitoring Program in the Columbia River Basin. Work required supports the development of habitat population status monitoring guidelines for Bonneville Power Administration (BPA) Environmental, Fish and Wildlife (EFW) Program Mainstream/System Province Provincial Review Process to define the status and effectiveness monitoring requirements of the 2000, 2004 and 2007 NMFS Federal Columbia River Basin. Work was funded through BPA?s with the NWFSC as the primary contractor. BPA project titled ?Integrated Status and Effectiveness Monitoring Program (ISEMP)?. Work required will include the following tasks: 1. Development of specific tools and methodologies to allow efficient migration of ISEMP project data from data generators to the project?s central database; 2. Development of specific tools to allow the efficient use of ISEMP project data and project database; and 3. Implement strategy utilizing strong yet flexible lines of communication between project coordinators and regional data managers to distribute learning from data management tool development by ISEMP. The development of the ISEMP pilot watershed projects in the Wenatchee/Entiat, John Day and Salmon river is expected to be a long-term process whereby lessons learned through research and Intensively Monitored Watershed studies will influence current and future monitoring efforts. The ISEMP pilot approach is to develop a monitoring framework developed by a cohesive, basin-wide monitoring program facilitated by ISEMP and accepted by the multiple monitoring entities across the Columbia River Basin. EDS is the only known source that can complete work under this project. Environmental Data Services (EDS) has the skills and experience necessary to be uniquely qualified for this project. Principal investigator at EDS has experience and training in long-term ecological monitoring, data management tool development, and spatial data processing and analysis. EDS also has extensive experience working with salmon and steelhead populations and data critical for the management of these resources in the Columbia River Basin. EDS employee has been employed for last three years as the lead ISEMP staff member on the development of the project's data management approach.The government intends to negotiate a firm fixed price contract with period of performance of twelve months anticipated to commence from date of award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
