- EFD Questions January 28, 2008 1. Regarding question 2.2.1 - This question refers to Appendix A. Can you please confirm that Appendix A is actually section 3 (EFD Capabilities) of the document posted in Federal Business Opportunities? Answer The reference to Appendix A in question 2.2.1 should have been changed to section 3. 2. Regarding question 2.3.10 - to help respond to this question, can you please clarify the following: a. What systems/applicatio ns will the data be migrated from? b. What type of migration is expected (e.g., one-time migration off a legacy system, migration of data subsets to the EFD system for reporting and analysis, bi-directional data movement between external and EFD system, etc) Answer 2 a. PBAS-FD b. BTA is looking to industry for suggested strategies for migrating data from legacy applications. 3. Regarding section 3 of document (EFD Capabilities) - It appears this was meant to be in a ta ble format, but during the transfer through Federal Business Opportunities posting site it lost its table format. Formatted in text: FV ObjectiveDescription FV-1Execute Continuing Resolution Focuses on identifying amounts availab le and additional authority request for distribution under the Continuing Resolution Act. Parameters: Allows for passing original CRA amounts and additional authorities to the lowest level in the organization When appropriations bill is en acted, the CRA distribution will be locked for any additional processing and will be deemed inactive. Minimun Value: Allows for passing CRAs and additional authorities to the Echelon I level FV-1Execute Rescission & Deferrals Desc ribes the withdrawal and deferral of funds as mandated by the Appropriation Act and Impoundment Act. Parameters: Tracks the rescissions and deferrals at the Component level Minimum Value: Tracks the rescissions and deferrals as mandated by appropr iation Act FV-1 Execute Apportionment & Allocate Funds Establishes the budget authority and distribution of funds to appropriate services and agencies as the beginning of the execution process. This process records an agencys bud getary resources and supports the establishment of legal budgetary limitations within the agency, including appropriation warrants, apportionment, reapportionments, transfer allocations, and continuing resolutions. Parameters: Established budget auth ority & distribution of funds throughout the organization Minimum Value: Established budget authority & distribution of funds for each Component Parameter: Supports the establishment of funding to agencies by annual, quarterly or budget activit y apportionment schedules. Parameters: Provides control numbers to legacy and ERP general ledger systems Minimum Value: Provides electronic funds controls to ERPs. Ensure distributions in excess of receipts cannot be made. FV-1 Perform Reprogramming Realigns funds from the original Congressional enactment of subsequent di stribution of funds to new areas. Parameters: Realigns funds from the redistribution of funds to new areas Minimum Value: Realigns funds from the original Congressional enactment core FV-1, FV-5 Manage Baseline for Reprogramming Man ages the baseline for reprogramming appropriated funds within a fiscal year. This baseline will be used as the starting point for reprogramming actions such as below threshold reprogramming (BTR), internal reprogramming, or prior approvals. Parameters: Manages the baseline for reprogramming appropriated funds within a fiscal year Establishes a baseline as a starting point for reprogramming actions, i.e. be low threshold reprogramming Minimum Value: Below Threshold transactions shall not exceed Reprogramming Threshold Limitations Validation checks to ensure the current transactions do not cause the appropriated baseline to fall below zero. Parameter: Supports an auditable trail between distributed funds and executed funds Minimum Value: Provides Department Regular, Budget Act ivity, Main Account, Period of Availability, Budget Sub-Activity Group, and Budget Line Item data elements required by ERPS to tag commitments, obligations and disbursements. FV-5 Established Funds Data Standards Provides identification a nd definition of funds data elements while tracking changes made to the PB Parameters: Standardizes Congressional Tracking and Reporting using SFIS compliant terms Minimum Value: Provides ERPs information that is compliant with the Standard Financ ial Information Structure FV-5 Centralized and authoritative funds data source Provides a centralized data repository at the enterprise level to manage funds data Parameters: This solution not required to store commitment, obligatio n and disbursement information. Minimum Value: Ensures accuracy and efficiency in reporting of funds information.
